RECOMMENDATION

CITY MANAGER’S COMMENTS

COUNCIL POLICY

Council uses the Street Name By-Law, No. 4954, to name and regulate public roads in the City of Vancouver. The Street Naming Committee is a staff team, chaired by the City Clerk, comprised of the City Surveyor, representatives of the Planning, Legal Services, Permits & Licenses, and Fire & Rescue Services Departments. The Committee is responsible for the management of a consistent, integrated and duplication-free street name system.

PURPOSE

This report seeks Council approval for renaming Toderick Street to Todrick Street.

BACKGROUND

R. Lloyd Todrick, a resident of Aldergrove and now in his 83rd year, has written to request that Toderick Street be renamed to Todrick Street. Mr. Todrick and the City Archives agree that the street was named for his grandfather, James Banks Todrick.

DISCUSSION

James Banks Todrick was born in Scotland in 1857. In 1880, he immigrated to Manitoba and then in 1905 to Vancouver. He resided at 6100 Battison Street (then a five-bedroom house on a 40-acre plot.) From his office at Kingsway and Boundary he successfully engaged in a real estate and insurance business. From 1910 to 1911 he served on the South Vancouver Municipal Council. Four of his sons served with the Canadian Expeditionary Forces in the First World War. James Banks Todrick died in 1936. In his newspaper obituary he was recalled as "an old-time Vancouver resident".

R. Lloyd Todrick reports that his family name can be traced back in that spelling to the year 1505. A note placed in the Archives by the City's first Archivist has the following comment: "TODRICK ROAD (sic), South Vancouver, Frequently spelled 'Toderick', which is incorrect."

CONCLUSION

This street was named in the memory of a prominent citizen of Vancouver. Following a common error, it was misspelled. Council is requested to right the long-standing error and restore the name of this street to its proper form.
