RECOMMENDATION

A.THAT the projects "by petition" in Court #587 be approved.

B.THAT projects by "Initiative Principle" in Court #588 and Court #589 be approved except for the defeated items and special items #4 and #44 as explained in this report.

POLICY

Policies governing the Local Improvement process are set out in the Vancouver Charter and Local Improvement Procedure By-law.

PURPOSE

Projects by Petition and on the Initiative Principle have been advanced under the provisions of the Local Improvements Procedure By-law and will come before a Court of Revision on December 1, 1998.

The projects are identified as follows:

North Side of 57th Avenue from Laurel Street to Oak Street

Objections for the above project have met the minimum number required for defeat, (3 out of 4) but the assessed value represented by these objections have not met the required 50% of total assessed value. Due to the majority of property owners objecting, we recommend this project not proceed.

Court #589, Item #4, Sidewalk & Street Work

Watson Street from 14th Avenue to 15th Avenue

Objections for the above project have more than met the minimum required for defeat, (18 out of 24) but the assessed value represented by these objections have not met the required 50% of total assessed value. Due to the majority of property owners objecting, we recommend this project not proceed.

CAPITAL FUNDS

Funds for the City’s share of the projects are available from existing Engineering Department Basic Capital Accounts or are subject to approval of the 1999 Streets Basic Capital Budget.
