RE: Letter to Minister Responsible for BC Transit

On behalf of Vancouver City Council, I would like to forward immediately, upon Council’s approval, the attached letter to the Hon. Joy MacPhail, Minister Responsible for BC Transit, relaying our concerns with regard to the Broadway LRT Project.

Dear Minister MacPhail:

I am writing on behalf of Vancouver City Council and their increasing concern with the lack of complete and up-to-date information on the Broadway LRT Project.

We have strongly supported this project, as the top priority item in the regional transportation plan. However, it is apparent that a number of important decisions are being made on LRT technology, phasing, timing, alignments, etc. These decisions also have significant impacts on our residents, businesses and our communities. As a result, Vancouver Council needs to represent these diverse community interests through participation in the LRT Project decisions.

However, the almost complete absence of good information precludes our active participation in this project. It is on this basis that we would seek your help in providing information so critical to our review and evaluation. This information includes:

·ridership estimates

·cost estimates for the various project phases, including a financial plan

·a revised, detailed work plan

·a public consultation plan

·a process whereby City Council can participate in the project development

·an assessment on the impact of current and future bus operations

·a strategy for mitigating the impacts of LRT.

Vancouver City Council looks forward to working with you and your project team in implementing this most important project. However, our meaningful participation can only occur if there is a free flow of information between us. We look forward to your assistance.
