MANAGER'S COMMENTS

COUNCIL POLICY

· Library contracts valued at more than $300,000 require Library Board and Council approval.

· Contracts are to be awarded on the basis of best value.

PURPOSE

This report relates to the awarding of the contract for security services for the Vancouver Public Library (Library Square), on a best value basis, and is submitted to Council for approval.

BACKGROUND

The Library currently contracts for security guard services at Library Square with Securiguard Services Limited. The Library provides security guard services to Public Works Canada, Retail Tenants at Library Square, Labour Relations Board ( BCBC leased space), as needed, the Library and the common areas at Library Square. A share of the total cost of the security guard services is charged back to Public Works Canada, and to Lessees (Property Endowment Fund). Security services provided include guarding against injury, fire, theft, vandalism and unauthorized entry, and monitoring emergency equipment.

DISCUSSION

A public request for proposals was issued, based on the number of guard hours currently being used. Seven firms submitted proposals.

Based on the hourly rates submitted and from a review of the proposals, the lowest and most qualified bidder, meeting specifications, is Securiguard Services Limited.

Securiguard Services Limited is currently providing the guard services for the Library and the Library has been satisfied with their performance.

CONCLUSION

Securiguard Services Limited's proposal provides the lowest hourly billing rate and provides the best value to the Library. Based on the current number of annual hours, the estimate of Securiguard's total cost for the three years is $326,000, $333,000 and $339,000, plus GST, respectively.
