Award of Contract No. 9803 for Marine Structures and Ground Improvements for the New Asphalt Plant, Aggregate Handling Facility, and Materials Testing Laboratory


RECOMMENDATION

A.THAT Contract No. 9803 for the construction of Marine Structures and Ground Improvements be awarded to the low bidder, Vancouver Pile Driving Ltd., for a total tender price of $1,987,919.90; with the source of funds being the $15,482,000 funding in account #60/30/3762/531 earlier approved by Council for the New Asphalt Plant, Aggregate Handling Facility, and Materials Testing Laboratory.

B.THAT the General Manager of Engineering Services, in consultation with the Director of Legal Services be authorized to enter into a construction services contract with Vancouver Pile Driving Ltd., for Contract No. 9803, for the construction of Marine Structures and Ground Improvements.

COUNCIL POLICY

Construction contracts over $300,000 are to be awarded by Council.

PURPOSE

This report seeks Council approval for the award of a $1,987,919.90 Construction Services Contract (Contract No. 9803), to Vancouver Pile Driving Ltd.

BACKGROUND

On June 26, 1997, Council approved the acquisition by Engineering Services of a portion of the property at 900 East Kent Avenue from the Property Endowment Fund and development thereon of an asphalt/aggregate facility. Council also approved funding of $15,482,000 for the construction of the New Asphalt Pant, Aggregate Handling Facility, Materials Testing Laboratory and related consultant services and internal staffing.

The site has been remediated and the buildings demolished. Construction will commence with the marine works and upland densification which are the subject of this report.

DISCUSSION

Six bids were received, February 6, 1998 for Contract No. 9803 for Marine Structures and Ground Improvements. This contract requires the construction of a new barge berth and ramp, new rip rap shoreline, mooring piles, and soil densification under upland structures to meet seismic requirements.

During the tendering process, Dr. Peter Byrne and Dr. Donald Anderson of the University of British Columbia completed a risk analysis of the proposed densification improvements. Their report indicated that the City could reasonably reduce the seismic improvements in some areas. Further, the design consultant, Westmar, suggested that the grade of pipe material specified for the piles could be reduced. An Addendum identifying the above scope of work changes forwarded to all potential tenderers, and bids were received for both the full tender and the reduced scope as per the Addendum.

The Adjusted Tender submitted by Vancouver Pile Driving Ltd. is the low bid and meets all contract requirements, including bonding, schedule and past experience. Vancouver Pile Driving Ltd. is well qualified to complete this work, having demonstrated experience with marine works and ground improvements on several similar projects in a satisfactory and timely manner.

FUNDING

The low bid of $1,987,919.90 by Vancouver Pile Driving Ltd. is within the Engineer’s estimate.

The source or funds for this award is the $15,482,000 in account #60/30/3762/531 approved by Council on June 26, 1997.

CONCLUSION

The General Manager of Engineering Services recommends that Council approve the low Adjusted Tender submitted by Vancouver Pile Driving Ltd. as providing the best value and meeting budget expectations, and authorize staff to enter an agreement with Vancouver Pile Driving Ltd. for construction services.
