RECOMMENDATION

THAT Council approve 19 grants totalling $300,000, as listed in Appendix A, including conditions on the grants, with cost to be shared on a 50/50 basis between the City and the Province. The source of funds for the City’s portion being 1998 Other Grants Budget, to be approved in advance of approval of the 1998 Operating Budget.

COUNCIL POLICY

On October 25, 1996, Council approved establishment of the joint City of Vancouver and Ministry of Attorney General Community Safety Funding Program. Council also approved a three year commitment (1997-1999) of an annual grant budget of $150,000, to be provided in its annual Operating Budget without offset.

Approval of grant recommendations requires eight affirmative votes.

PURPOSE

This report recommends 1998 Community Safety Grants allocations for 18 Community Safety Offices to deliver crime prevention programs and community safety activities. There will also be a grant given to the Vancouver Crime Prevention Society to work withVancouver Police Department and Ministry of Attorney General in providing regular training and support to all Safety Offices. All grants are to be used for implementation of crime prevention and safety related programs as proposed by the Safety offices, they are not for providing core support to the offices.

BACKGROUND

After extensive discussion with the Community, City Staff, Vancouver Police Department, and the Ministry of Attorney General; Council approved establishment of a joint Community Safety Funding Program with the Ministry of Attorney General on October 25, 1996.

Both parties have agreed to contribute $150,000 annually to this program, totalling $300,000, for a minimum of three year period (1997-1999). After that a thorough review of the Safety Funding Program and joint partnership will take place prior to making further commitment to continue this program.

DISCUSSION

1997 was the pilot year for this grant program, the grant review team believed that some minor adjustments to the grant assessment and program evaluation process was warranted in order to provide support to as many of the community safety offices as possible. All offices had been advised that a thorough program evaluation would be implemented at year end and strict application of funding criteria would be adhered to in 1998.

A Joint Steering Committee was established to provide guidance and support to the Community Safety Offices and the funding program. Members of the Joint Steering Committee include representatives from:

Ministry of Attorney General

City of Vancouver

Vancouver Police Board

Vancouver Police Department.

In June 1997 Vancouver Police Department dedicated a full time Police Sergeant position to be the Community Policing Co-ordinator. The co-ordinator works with all the community safety offices, co-ordinating monthly meeting to share information and problem solve. In September an additional full time police constable was assigned to work with the Attorney General Community Program Special Project Co-ordinator to implement a thoroughevaluation review of all safety offices. The evaluation team visited and interviewed volunteer board and staff members of all the offices.

Both the evaluation team and the Community Policing Co-ordinator have identified several common training needs among Safety Offices, such as how to design, implement community surveys; community problem solving; community capacity building; training and recruiting multilingual volunteers; fundraising strategies; record keeping; bookkeeping procedures .... etc.

The Joint Steering Committee felt there to be a need to provide central support to Safety Offices in addressing their identified training needs and to assist them in capacity building that will lead to long term sustainability. The Committee is proposing to provide some grant funding to Vancouver Crime Prevention Society, to be used for setting up training workshops, bringing in resource people to enhance the operation and programming of all Safety offices. Providing central support to all Safety offices is a more efficient way of addressing the identified needs of the offices. It will also encourage better communication, sharing, and collaboration among different offices. The more established offices have many strengths and expertise they could share with the younger offices.

Grant applications were sent out in October and nineteen submissions totalling $581,022 were received. The Joint Steering Committee reviewed all applications and made allocation recommendations based on established program criteria, merit of the application, the integrity of the organization, outcomes of the evaluation review, and the level of community support. The level of funding recommended was assessed according to the need, scope and viability of the activities proposed. The Committee recommends that 19 grants totalling $300,000 be approved. Certain conditions have been set on some of the offices in order to ensure broad based neighbourhood involvement and the delivery of appropriate, effective program services.

The approved grants will be paid in two equal payments. The first payment will be sent out as soon as they are approved, the second payment will be made before July 31, 1998. All offices will be required to participate in the monthly Safety offices meeting, as well as submit a six month progress report with a financial statement by July 1998. Authorization of the second payment will be made by the Community Policing Co-ordinator upon receipt of the six month progress report. In addition, offices with conditions attached to the grants have to submit documents demonstrating that the conditions have been met.

Appendix A lists all grants requests and the recommended amounts.

Appendix B lists all applications and any conditions and/or comments related to each application.

Appendix C lists all the Community/Neighbourhood Safety Offices and the Vancouver Crime Prevention Society who have been recommended for a grant.

CONCLUSION

The City of Vancouver and Ministry of Attorney General joint funding program has developed and improved a lot this year since dedicated staff resources were made available from both the Vancouver Police Department and Ministry of Attorney General. Regular meetings and communications with all Safety Offices have strengthened the partnership between the Police and the community. Being able to provide ongoing support and address specific needs of the Safety offices will no doubt enhance community building and the neighbourhood’s ability to problem solve and deal with crime and safety issues locally.

In the coming year we hope to formalize the partnership between Vancouver Police Department and Community/Neighbourhood Safety offices by having a partnership agreement signed outlying both parties’ responsibilities and expectations. The fundamental eligibility criteria of this funding program is based on demonstration of this partnership. The criteria adopted by Council in 1996 clearly defines the necessity of such a partnership: "the program funds assist communities and volunteer agencies to develop or enhance crime prevention and community safety programs in cooperation with the Vancouver Police Department". Vancouver Police Department will work together with all the offices to develop this partnership agreement in the coming months.

The Police Department is currently developing their Neighbourhood Policing Strategy which will greatly compliment and strengthen the work we have been doing with Safety offices. In the coming year we all look forward to greater co-operation and collaboration with the communities in dealing with neighbourhood safety issues.
