VANCOUVER CITY PLANNING COMMISSION

November 5, 1997

RECOMMENDATION

1. Proposed Amendments to By-law No. 5064, being the by-law

which created the Vancouver City Planning Commission File: 3107

The Vancouver City Planning Commission, at its meeting of November 5, 1997, passed a resolution requesting that Council approve bylaw changes that are intended to increase the effectiveness of the operation of the Commission and to more realistically reflect its activities.

The first three changes are housekeeping changes to smooth the functioning of the Commission.

The fourth change, the ending of updating "Goals for Vancouver", reflects Council’s approval of CityPlan as the overall planning document for the City. "Goals for Vancouver" was a ground-breaking effort of the Planning Commission in 1980 to encapsulate the values of Vancouverites with respect to planning issues in the City. It has now been superseded by CityPlan.

The fifth change removes a responsibility which the Planning Commission of 1993 requested be added but did not implement. The notion of "audit" implies a regulatory or confrontational role which the Planning Commission is ill-equipped to fulfil. The resources of the Commission are much better used in a proactive way as with the South East False Creek seminar and workshop in April 1997. A report to Council will be following shortly which will recommend enhancing this proactive role.

It is therefore on this basis, that the Vancouver City Planning Commission

RECOMMENDS

THAT the Director of Legal Services be requested to bring forward amendments to Bylaw 5064, the bylaw creating the Vancouver City Planning Commission, which will have the following effects:

-Members of the Commission who are absent without leave for 3 consecutive regular meetings or a total of 5 regular meetings within a calendar year will no longer be members of the Commission.

-A quorum shall consist of 50% plus 1 of the appointed members.

-Regular meetings of the Commission shall be open to anyone wishing to attend as an observer.

-Remove from the Commission’s mandate the requirement to maintain and update the Goals for Vancouver from time to time.

-Remove from the Commission’s mandate the requirement to submit an audit on the status of planning.
