RECOMMENDATION

A.THAT the Vancouver Heritage Register, dated August 1986, be amended by deleting the addresses of demolished buildings listed in Appendix A.

B.THAT the Vancouver Heritage Register, dated August 1986, be amended by deleting the addresses of trees removed listed in Appendix B.

C. THAT the Vancouver Heritage Register, dated August 1986, be amended to change the addresses listed in Appendix C.

D.THAT the Vancouver Heritage Register, dated August 1986, be amended to add the publicly nominated heritage buildings listed in Appendix D with the exception of 1316 West 11th Avenue.

COUNCIL POLICY

On September 23, 1986, Council resolved that the Vancouver Heritage Register (formerly the Vancouver Heritage Inventory) be kept up to date and that amendments be referred to Council on an annual basis.

PURPOSE

This report recommends that Council adopt amendments to the Vancouver Heritage Register including the deletion of demolished buildings and trees that have been removed and address changes for consistency of by-law administration. Also recommended in this report is the addition of publicly nominated buildings to the Heritage Register.

BACKGROUND

The Vancouver Heritage Inventory (VHI) was adopted by Council in August 1986. In December 1994, Council approved the VHI to be continued as the Vancouver Heritage Register (VHR) under the provisions of new provincial legislation. Council last amended the Register on September 12, 1996. This report includes amendments to the Register from July 1, 1996 to December 31, 1997 thereby bringing the VHR up to date as of the end 1997.

To summarize the extent of heritage activity, a total of 21 buildings were protected in the last year and a half since the Register was last updated. During this period a total of 14 buildings were designated and 7 more sites were protected through Heritage Revitalization Agreements (HRA). For comparison, for the two-year period prior (1995-1996), 26 buildings were designated or protected.

DISCUSSION

Deletions From the Vancouver Heritage Register

A review of Permits and Licenses data indicates that demolition permits for 12 buildings listed on the Register were issued between July 1, 1996 and December 31, 1997. A list of demolished buildings and their evaluation category is attached as Appendix A. The loss during 1997 represents 0.1% of buildings on the Register. For comparison, in both 1995 and 1996, 0.6% of buildings on the Register were demolished.

Heritage Trees

When the Heritage Register was adopted by Council in 1986, it included trees, as well asother non-building resources, in an effort to be as comprehensive as possible. The list of trees has not been updated since then. However, the recent formation of the Landscape Review and Tree By-law Group within the Planning Department, has provided the necessary resources and in-house expertise to do such work.

During 1997, a survey of the 41 trees listed on the Heritage Register was completed by the Landscape Review and Tree By-law Group. The survey found that 8 trees (1 on city property and 7 on private property) had been removed. The trees on City property are normally protected as these trees are under the jurisdiction of the Park Board. The Park Board policy is to retain healthy trees where possible. In contrast, there is no protection for the Heritage Register trees on private property. The trees that have been removed since 1986 are listed in Appendix B.

The Landscape Review and Tree By-law Group has already taken steps to flag sites with Heritage Register trees on the City’s computer street address system that is used to issue permits. Although this does not provide any explicit protection for these trees, it alerts staff and the owner to the importance of these trees and informs the permit process. Landscape Review and Tree By-law staff will proceed to examine ways of providing further protection to Heritage Register trees, as well as identifying other significant trees in the City. An upcoming report to Council covering a proposed "Tree Trust" will begin to address part of this work program and implementation.

Address Changes

A number of address changes have taken place since the Heritage Register was last amended by Council. In order to maintain consistency with Permits and Licenses data, it is recommended that Council amend the Heritage Register by adopting the address changes listed in Appendix C. The updates will reflect address changes made between July 1996 and December 1997.

Building Nominations

When the Heritage Register was adopted in 1986, Council supported a public nomination process whereby buildings could be nominated for addition to the Register. A total of 16 buildings (including 8 Recent Landmarks) were added to the Register by Council in 1996. In 1995, Council added 6 buildings and in 1994, Council added 21 buildings (including 11 Recent Landmarks) and one public work.

Over the latter half of 1996 and throughout 1997, staff and the Vancouver Heritage Commission have reviewed buildings that were publicly nominated. These nominations were reviewed according to existing criteria which includes architectural, historical and contextual significance, as well as the remaining integrity of the resource. Of the 12 buildings nominated, 8 are considered to be of sufficient heritage value to be listed on theVancouver Heritage Register. These are listed in Appendix D. All the buildings with the exception of the Banfield Apartments (discussed below) were nominated for inclusion on the Register by their owners. All the owners of the buildings recommended for addition were informed in writing of the implications of being listed on the Register in advance of this report going to Council.

The Heritage Commission has reviewed the evaluations for the public nominations listed in Appendix D and support their inclusion of the Heritage Register.

Banfield Apartments - 1336 West 11th Avenue

This building has been nominated for inclusion on the Heritage Register by the tenants of the building. A development application DE402493 which proposes to demolish the Banfield Apartments and the neighbouring Rose Court will be considered by the Development Permit Board on January 12, 1998. A review of the heritage value of the Banfield was completed by staff and it was determined that the building had sufficient merit to qualify for addition to the Register in the ‘B’ evaluation category. However, staff are recommending against adding the building to the Heritage Register because the issue of the heritage value of the building did not come to light until redevelopment plans for the site were well underway and after the development application was submitted. This approach is consistent with Council’s past practice to not add publicly nominated buildings that are the subject of redevelopment. The owners of the property, Polygon Developments, were notified and have objected to listing the building on the Heritage Register.

CONCLUSION

This report recommends that the Vancouver Heritage Register be amended to deletedemolished buildings and removed trees and to reflect changes that have occurred to the City’s street files. The report also recommends that buildings that have been nominated by the public be added to the Register with the exception of the Banfield Apartments.
