Replacement of Firehalls No. 15 and No. 18 - Appointment of Architects



RECOMMENDATION

A. THAT Matsuzaki Wright Architects Inc. be appointed prime consultants for the reconstruction of Firehall No. 15 (or No. 3, if reprioritized), 3003 East 22nd Avenue; and

B.THAT Ib. G. Hansen Architect Ltd. in association with The Iredale Partnership, be appointed prime consultants for the reconstruction of Firehall No. 18, 1375 West 38th Avenue;

AND FURTHER THAT the architects’ fees for A and B be based on the Architectural Institute of British Columbia Tariff of Fees for fire stations (5.75 percent of construction budget) and architects’ consultants fees be based on the Association of Professional Engineers Guidelines for Engineering Services, as outlined in this report; source of funding to be the Capital Plans Funding for Vancouver Fire and Rescue Services.

PURPOSE

The purpose of this report is to request Council’s approval to award contracts for architectural services for the reconstruction of Firehall No. 18 to Ib. G. Hansen Architect in association with The Iredale Partnership, and the reconstruction of Firehall No. 15 to Matsuzaki Wright Architects.

BACKGROUND

The 1994-1996 Capital Plan included $2.86 million for the reconstruction of Firehall No. 18, the highest priority for replacement. The 1994 Capital Budget allocated $500,000 of this funding to begin the design work associated with this replacement. However, in 1995, Council approved the diversion of construction funding($2.36 million) to the new Emergency Operations and Communications Centre, before construction could begin.

The 1997-1999 Capital Plan includes a total of $5.9 million for the reconstruction of Firehall No. 18 ($3.2 million) and Firehall No. 3 ($2.7 million), which were identified as the highest priority for replacement.

In March 1997, Council approved the Vancouver Fire and Rescue Services 1997 Capital Budget including $500,000 for the commencement of the design of Firehall No. 3. At that time, the Fire Chief advised Council that the E-Comm project had expressed a desire to construct a backup facility within close proximity to the E-Comm Dispatch Centre site (Rupert and Hastings Streets). Given that Firehall No. 15 was located within the desired distance of the E-Comm site and was on the priority list for reconstruction, Firehall No. 15 would be considered ahead of Firehall No. 3.

DISCUSSION

Proposals

From an open expression of interest call thirty-three (33) proposals were received from architects for the design of replacement Firehalls No. 15 and No. 18.

On the basis of submissions the following five firms were shortlisted and interviewed by a committee with representatives from Vancouver Fire and Rescue Services and Facilities Development:

Johnson / Davidson Architects

Matsuzaki Wright Architects

Chernoff Thompson Architects Ltd.

Ib. G. Hansen Ltd. / The Iredale Partnership

Based on the interviews and proposal submissions the committee concluded that Matsuzaki Wright Architects Inc. and Ib. G. Hansen Architect Ltd. / The Iredale Partnership be recommended for architectural basic services for Firehall No. 15 and Firehall No. 18, respectively.

The two recommended architects were subsequently requested to submit fee proposals for architectural and engineering basic services (structural, mechanical, electrical, landscaping). Other services such as rezoning, programming and cost estimating would be treated as additional services. On the basis of estimated construction costs of $1.71 million for Firehall No. 15 and $2.2 million for Firehall No. 18 the following fees were proposed:

The final contract prices will be based on the final approved construction budgets within the level of approved funding.

Other consultants (cost, surveying, building envelope, acoustic, testing) will be hired directly by the City.

Funding for these contracts is available in the Firehall Replacement Program capital accounts. Additional funding for construction will be provided in the 1998 or 1999 Capital Budgets as appropriate.

Costs of the E-Comm backup facility are not included in the above estimates. These costs will be recovered from E-Comm Inc. if that option is pursued.
