RECOMMENDATION
THAT Council accept the low bid from Columbia Bitulithic Ltd. for the supply and delivery of mineral aggregates (Item No.s 1A, 2A and 3A) for the landfill as, if, and when required for a 12-month period from the date of the purchase order, at an annual estimated cost of $427,600 including the 7% Goods and Services Tax (less the anticipated receipt of the municipal rebate) and the Provincial Sales Tax where applicable, subject to a contract satisfactory to the Director of Legal Services.
COUNCIL POLICY
The policy of Council is to award contracts for the purchase of equipment, supplies and services that will give the highest value based on quality, service and price.
Contracts with a value over $300,000 are referred to Council for award.
DISCUSSION
Tenders for the above were opened by the City Clerk on November 12, 1997, and referred to the General Manager of Engineering Services and the Manager of Purchasing Services for report.
A copy of the tabulation of bids is on file in Purchasing Services. The 7% Goods and Services Tax (less the anticipated receipt of the municipal rebate) and the Provincial Sales Tax, where applicable, are included in all prices shown in this report and in the tabulation.
Funds are available from the Sanitation Revenue Budget.
The tender requested pricing for the supply and delivery of three items of quarried materials (Item No.s 1, 2 and 3) as, if, and when required for a 12-month period from the date of the purchase order, to the Citys landfill located in Delta. Additional prices were requested for alternative recycled materials (Item No.s 1A, 2A and 3A) such as crushed concrete from demolished buildings.
Nine firms submitted a total of thirteen bids with five of those bids being for recycled materials.
We are recommending the acceptance of the low bid from Columbia Bitulithic Ltd. for recycled material (Item No.s 1A, 2A and 3A). The use of recycled material in this contract will make valuable use of 38,000 tonnes of "pre-owned" concrete rubble, and saves the City $53,404 when compared to the cost of using quarried material.
