RECOMMENDATION
THAT the revised form of development for the CD-1 zoned site known as 375 East Pender Street (previously known as 485 Dunlevy Avenue) be generally approved as illustrated in Development Application Number DE402564, prepared by Siegfried Toews, Architect and stamped "Received, City Planning Department November 12, 1997", provided that the Director of Planning may approve design changes which would not adversely affect either the development character of this site or adjacent properties.
GENERAL MANAGERS COMMENTS
The General Manager of Community Services RECOMMENDS approval of the foregoing.
COUNCIL POLICY
There is no applicable Council policy except that Council did approve the original form of development for this site when the rezoning was approved, following a Public Hearing.
PURPOSE
In accordance with Charter requirements, this report seeks Councils approval for the revised form of development for the above-noted CD-1 zoned site.
SITE DESCRIPTION AND BACKGROUND
At a Public Hearing on July 29, 1993, City Council approved a rezoning of this site from RT-3 Two-Family Dwelling District to CD-1 Comprehensive Development District. CD-1 By-law Number 7230 was enacted on November 9, 1993. Council also approved the original form of development for this site on September 13, 1994 when considering Development Application Number DE216196.
The site is located on the northwest corner of East Pender Street and Dunlevy Avenue. The site and surrounding zoning are shown on the attached Appendix A.
Subsequent to Councils approval of the CD-1 rezoning the Director of Planning approved Development Application Number DE402564. This approval was subject to various conditions, including Councils approval of the revised form of development. The latter condition is one of the few outstanding prior to permit issuance.
DISCUSSION
In September 1994, Development Permit Number DE216196 was approved, thereby permitting the addition of approximately 13, 000 square feet to the existing Church building on this site to provide a Special Needs Residential Facility - Congregate Housing, having a total of 32 sleeping units.
This current proposal involves further alterations and the addition of approximately 1,810 square feet of common amenity space and stair access on the third and fourth floors.
Simplified plans, including a site plan and elevations of the proposal, have been included in Appendix B.
CONCLUSION
The Director of Planning has approved Development Application Number DE402564, subject to various conditions to be met prior to the issuance of the development permit. One of these conditions is that the revised form of development first be approved by Council.
