SUBJECT:Corporate Information Systems - Award of Consultant Contract for Project Implementation and Management Services
RECOMMENDATION
THAT Council authorize the General Manager of Corporate Services to enter into a contract with Bright Star Systems Ltd. to provide project management and implementation services to the Corporate Systems Implementation Program at an estimated cost of $191,000, including taxes over a two year term.

COUNCIL POLICY
Council must approve awards of consulting contracts over $30,000.
On September 9, 1997, Council approved several recommendations that would see the corporate information systems replacement program proceed to contract signing and implementation. Council approved an award of contract for project management services with Jiwa and Associates as a part of this package.
PURPOSE
The purpose of this report is to award a contract for project management services to Bright Star Systems Ltd. in place of Jiwa and Associates. The City still requires these services, and has found a willing and able replacement.
DISCUSSION
As a part of the report to Council on September 9, 1997 Council approved the award of a contract to Jiwa and Associates to provide project implementation and management services. The report stated that: "The systems implementation project will require specialized skills in project management to ensure that the work plan and project milestones are met. These skills are not currently available within the City and are not those that the City needs to employ on a long term basis. It is therefore proposed that these services be contracted for the duration of the project." Subsequently, the Consultant re-evaluated his commitments and is no longer able to provide the service as originally agreed. The City still requires these services, and has a first class replacement with Bright Star Systems Ltd. Funding has already been provided in the project and we recommend that Council authorize the General Manager of Corporate Services to enter into a contract with Bright Star Systems Ltd. to provide these services at an estimated two year cost of $191,000 including taxes.
CONCLUSION
The request to award this contract to Bright Star Systems Ltd. is a result of an unanticipated change in project management. The City still requires the services, and has a replacement ready to work. Award of this contract to Bright Star Systems Ltd. is recommended to replace the previously approved consultant. We note that Bright Star Systems Ltd. has an established track record with the City and have the necessary skills to carry out this assignment.
