ENGINEERING SERVICES File 4600 May 23, 1996 MEMO TO: Mayor and Council FROM: Dave Rudberg, General Manager of Engineering Services COPIES TO: Ken Dobell, City Manager Maria Kinsella, City Clerk SUBJECT: COUNCIL REPORT ON REFUSE DISPOSAL FEES Report A1 to be considered by Council on May 28 recommends changes to the refuse disposal fees at the Vancouver Transfer Station and Vancouver Landfill. These changes originate primarily from the reduction in the regional tipping fee commencing July 1, as approved by the GVRD Board. In addition, we are recommending a small increase in one category (item 2(b)(i) in Appendix A, fee for loads between 501 and 700 kg) at the Landfill in Delta to reflect our actual costs and the policy of operating on a break-even basis. The report was forwarded to the Corporation of Delta as part of ongoing consultation. They are now questioning the need for the increase in the aforementioned one category and have asked for a delay for further consultation. Due to the need to proceed with the primary change to the regional rate by July 1, this report needs to be dealt with now. We would like to accommodate Delta's request and, should we have difficulty in convincing Delta of the need for the increase, may need to seek further Council direction prior to implementing the one change.
