File No. A759-51.01 TO: Vancouver City Council FROM: Manager of Facilities Development, in consultation with the Chief Constable SUBJECT: Vancouver Police Department, 312 Main Street, Office Renovations RECOMMENDATION THAT the contract for the renovations to the Vancouver Police Building at 312 Main Street be awarded to Tri Power Construction Ltd. in the amount of $253,920 plus GST; the source of funding to be Capital Account 43 05 1910 999. GENERAL MANAGER'S COMMENTS The General Manager of Corporate Services RECOMMENDS approval of the foregoing. COUNCIL POLICY Council approval is required for contracts over $200,000. Contracts are to be awarded on the basis of best value for the City. PURPOSE The purpose of this report is to recommend that this phase of the 312 Main Street renovation project be awarded to the low bidder, Tri Power Construction Ltd. BACKGROUND In November 1995, Council approved a report from the Chief Constable that provided funding of $1,507,500 for the 312 Main Street renovation projects. Contracts totalling $312,000 have already been awarded for: furniture, security upgrade, and spaces for Sexual Offence Squad and Operations Auxiliary Section. This tender is for a portion of the renovation work in the Main Building and Annex. Contracts for the third floor, main building, and main floor, east annex will be tendered separately. - 2 - DISCUSSION From a publicly advertised invitation to tender, nine tenders were received on February 7, 1996 for the base and separate price items, as follows: Tri Power Construction Ltd. $253,920 Ark Royal Developments $261,458 Heather Brae Construction Co. Ltd. $262,400 Key Engineering Ltd. $266,910 Novacom Construction Ltd. $268,898 Westport Construction Group Inc. $281,500 RMT Contracting Ltd. $305,886 Turnkey Construction Inc. $326,015 IDIL construction Inc. $526,115 It is recommended that the contract be awarded to the low bidder Tri Power Construction Ltd., in the amount of $253,920 plus GST. The low bid is within the amount budgeted for this portion of the project. * * * * *
