File No. A086-50.01 TO: Vancouver City Council FROM: Manager of Facilities Development, in consultation with the Director of Civic Theatres SUBJECT: Civic Theatres Elevator Project - Award of Contract RECOMMENDATION THAT the construction contract for the Queen Elizabeth Theatre Elevator Project be awarded to CDC Construction Ltd. for an amount of $637,829 plus GST; the source of funding be the Theatres Capital Account. GENERAL MANAGER'S COMMENTS The General Manager of Corporate Services RECOMMENDS approval of the foregoing. COUNCIL POLICY - Council approval is required for contracts over $200,000. - Contracts are awarded on the basis of best value for the City. PURPOSE This report seeks authorization to award a contract for the last major upgrading project in Phase 1 of the Civic Theatres Work. BACKGROUND In April 1995, Council approved the allocation of $2.6 million for Phase I of several upgrading projects in the Orpheum, Queen Elizabeth and Playhouse Theatres. The first phase of work was broken into four major components as follows: corrections to room acoustics in the Orpheum; stage sound upgrades in all three theatres; modernization of the stage lighting systems and code upgrading in the Queen Elizabeth, and addition of elevators to serve the Playhouse and Queen Elizabeth Theatres. - 2 - The first three components have been tendered and constructed within budget. The last component, the elevator project, is the subject of this report. DISCUSSION An invitation was publicly advertised for general contractors with similar renovation experience to prequalify for the work. Nine firms were prequalified and seven submitted tenders as follows: Makam Construction $713,000 KGK Construction Ltd. $696,000 Marbella Pacific $688,400 Haebler Construction Ltd. $676,800 Van Construction $650,860 CDC Construction Ltd. $637,829 On the basis of the low bid and compliance with tender requirements, it is recommended that the contract be awarded to CDC Construction Ltd. in the amount of $637,829 plus GST. The total cost of the work is within the budget for Phase I of the upgrading projects. * * * * *
