ADMINISTRATIVE REPORT Date: February 07, 1996 File No. Crep047.Cov TO: Vancouver City Council FROM: General Manager of Engineering Services and Manager of Purchasing Services SUBJECT: Award of Tender No. 54-96-01 The Supply of Parking Meters RECOMMENDATION THAT Council accept the bid from Trafco (Canada) for the supply of two hundred and one (201) complete MacKay twin electronic meters, model MKV- 97 H.D. K32, three hundred and seventy-five (375) MacKay twin meter housings, model MKV-97-2-H.D., one hundred and fifty (150) MacKay single meter housings, model MKV-97 H.D., and eleven hundred and forty-five (1145) MacKay canisters, model #16-511A, at a total cost of $389,981.98 plus the Provincial Sales Tax, subject to a contract satisfactory to the Director of Legal Services. COUNCIL POLICY The policy of Council is to award contracts for the purchase of equipment, supplies and services that will give the highest value based on quality, service and price, except where an allowance of a maximum of 5% is given to those bidders whose tender reflects local content. Contracts with a value over $200,000 are referred to Council for award. DISCUSSION On January 11, 1996 City Council approved $600,000 for the purchase of parking meters mostly to replace damaged and stolen meters. The City Manager has authorized the early purchase of 200 complete MacKay twin electronic meters for $170,696 plus Provincial Sales Tax as an extension of a previous contract in 1995. This tender deals with the balance of the parking meter purchase. Tenders for the above were opened on January 29, 1996, and referred to the General Manager of Engineering Services and Manager of Purchasing Services for report. The Provincial Sales Tax is in addition to all prices shown in this report and in the tabulation. The G.S.T. is not applicable to this purchase. A copy of the tabulation of prices is on file in the Purchasing office. Funds for this purchase are provided from the New Installations of Parking Meters Account. - 2 - The tender requested prices for complete twin and single electronic parking meters and, as an alternative, separate twin and single meter housings and fully electronic meter mechanisms; and canisters. Engineering Services has advised that 201 complete twin electronic meters, 375 twin meter housings, 150 single meter housings and 1145 canisters be purchased for this tender. Tender documents were sent to three known firms that supply parking meters and the tender was advertised in two local newspapers. The only bid, submitted by Trafco (Canada), meets the tender specifications and is recommended for acceptance. Prices tendered are the same or similar to those offered in the previous May 1995 tender for the supply of parking meters. * * * * *
