CITY OF VANCOUVER M E M O R A N D U M From: CITY CLERK'S OFFICE Date: January 30, 1996 Refer File: 3253-5 To: Standing Committee on City Services & Budgets Subject: Federation of Canadian Municipalities (FCM) Request for Resolutions The Federation of Canadian Municipalities has invited the submission of resolutions for debate at its March 1996 National Board of Directors, or at its Annual Conference in June 1996. The deadline for submissions is February 15, 1996. Attached is a resolution from the General Manager of Engineering Services regarding cost-sharing for sewage treatment. This item was originally scheduled for the February 6th Regular Council meeting which was cancelled. It is now being presented for consideration at the Standing Committee in order to meet the FCM deadline for resolutions. CITY CLERK GMacIsaac:dmy Att. COST-SHARING FOR SEWAGE TREATMENT WHEREAS sewerage discharges and environmental standards are regulated by the Provincial and Federal Governments; and WHEREAS Provincial Governments have, through legislation or regulation, mandated the implementation of upgraded sewerage treatment in numerous jurisdictions despite the fact that the scientific evidence of the benefit of these projects is often inconclusive; and WHEREAS the ability of municipalities to pay for improved sewerage treatment and disposal systems is limited by the ability to pay of the local property tax base, which is facing many other competing priorities; and WHEREAS senior government cost-sharing for these projects has not been provided in a consistent and equitable manner; THEREFORE BE IT RESOLVED THAT the Federation of Canadian Municipalities requests the Federal and Provincial Governments to establish an equitable and consistent cost-sharing formula for any sewerage treatment and disposal projects which they mandate local governments to undertake. - Submitted by the General Manager of Engineering Services
