Att.
COST-SHARING FOR SEWAGE TREATMENT
WHEREAS sewerage discharges and environmental standards are
regulated by the Provincial and Federal Governments; and
WHEREAS Provincial Governments have, through legislation or
regulation, mandated the implementation of upgraded sewerage
treatment in numerous jurisdictions despite the fact that the
scientific evidence of the benefit of these projects is often
inconclusive; and
WHEREAS the ability of municipalities to pay for improved
sewerage treatment and disposal systems is limited by the ability
to pay of the local property tax base, which is facing many other
competing priorities; and
WHEREAS senior government cost-sharing for these projects has not
been provided in a consistent and equitable manner;
THEREFORE BE IT RESOLVED THAT the Federation of Canadian
Municipalities requests the Federal and Provincial Governments to
establish an equitable and consistent cost-sharing formula for
any sewerage treatment and disposal projects which they mandate
local governments to undertake.
