   MEMO TO:       Vancouver City Council

   SUBJECT:       APPOINTMENT OF DEPUTY MAYOR FOR JANUARY

   As I will be absent  from the City on  civic business from January 5  to
   14,  1996,  inclusive,  I  RECOMMEND  THAT  Council  appoint  Councillor
   Jennifer Clarke as Deputy Mayor  of the City of Vancouver for  the month
   of  January  1996, thereby  conferring upon  her all  of the  powers and
   duties which,  by virtue of  the Vancouver  Charter, are  vested in  the
   Mayor.

   I also  RECOMMEND THAT the  Deputy Mayor Roster  for 1996 be  amended to
   appoint Councillor Maggie Ip as Deputy Mayor for the month of February.

   As you  may recall  at our December  14th meeting,  Council approved  my
   travel to London  to formalize our  recent debenture issue.   I will  be
   leaving the City on  Friday afternoon January 5th  and returning on  the
   weekend of  the 13th.   I'll be back  in the  office on Monday,  January
   15th.  

   Councillor Ip,  who was scheduled  to be the  Deputy Mayor for  January,
   will be out  of the country  until Monday, January  8th, and because  of
   possible  jet lag has requested that we re-schedule deputies for January
   and February, allowing Councillor Clarke to take  the helm the week that
   I am gone.  Therefore, I recommend that Councillor Clarke  be the Deputy
   for the month of January 1996  and Councillor Ip to perform those duties
   in  February.   I hope Council  will approve this  recommendation at its
   first meeting.

   I know it's a busy week, and the start of another busy year for Council,

   and I wish you well while I am away.
