ADMINISTRATIVE REPORT Date: November 17, 1995 TO: Vancouver City Council FROM: Acting Director of Social Planning SUBJECT: 1995 Childcare Grants Allocation, Report 3 of 3 RECOMMENDATION THAT Council approve one Program Development Grant for $5,000 to Sunset Community Centre for development of a school-aged childcare program. Source of funds: 1995 Childcare Grants Funds, 1995 Operating Budget. GENERAL MANAGER'S COMMENTS The General Manager of Community Services submits the foregoing for CONSIDERATION. COUNCIL POLICY On February 2, 1995, Council approved the 1995 allocation of $646,310 for the Childcare Grants Program. Approval of grant recommendations requires eight affirmative votes. PURPOSE The purpose of this report is to recommend approval of one Program Development Grant. This is the third of three reports regarding the 1995 Childcare Grants Program. BACKGROUND On February 2, 1995, City Council approved a budget of $646,310 for the Childcare Grants Program. To date, Council has approved 55 grants totalling $641,310, leaving $5,000 still in the 1995 Childcare Grants budget. DISCUSSION The only request for funds in this grant cycle is a Program Development application from Sunset Community Association. Program Development grants provide some assistance to non-profit societies with the non-capital costs associated with developing new childcare services, particularly in high need, under-served areas of the city. It complements the provincial childcare facilities and equipment grant program. There is currently no school-aged care in the Sunset area. The Sunset Community Association made a commitment to address this service gap three years ago when they started planning for facility renovations. Through fundraising efforts and a matching grant from the Ministry of Women's Equality, the association has upgraded the quality of its existing licensed preschool and will be adding an 18 space licensed school-aged centre for children aged 6 - 12 years. The new program will be serving two local elementary schools. Sunset Community Association's grant request for $5,000 meets the Program Development grant criteria and there are sufficient funds remaining in the 1995 Childcare Grants budget. The Director of Social Planning therefore recommends that a grant of $5,000 be approved. CONCLUSION This report recommends that a Program Development grant of $5,000 be given to Sunset Community Association for non-capital costs associated with the opening of a much needed licensed school-aged program serving elementary schools in the Sunset area.
