   Dear Owner/Resident:

   RE:  Traffic Circle - 43rd Avenue and Collingwood Avenue

   At Vancouver City  Council's Traffic Commission  meeting on October  19,
   1995,  the  question  of  installing  a  traffic  circle  at  the  above
   intersection was discussed by  Councillors Don Bellamy (Chair), Jennifer
   Clarke, Nancy A. Chiavario and Sam Sullivan.

   Residents in your area have been extremely concerned for many years with
   the  excessive speed  of traffic, additional  traffic from  UBC, Crofton
   House and Collingwood Place, and the resultant impacts on  the safety of
   children.    As  suggested  by  the  Engineering  Department,  residents
   canvassed  the  area  and  gathered  a  petition  containing  118  names
   representing   approximately  76  addresses.     These  signatures  were
   forwarded to City Hall on August 23, 1994.

   As the City receives  many requests for traffic circles,  Vancouver City
   Council  decided  in January,  1995 to  allow  local property  owners to
   request a traffic circle as long as they were prepared to pay the costs.


   Your neighbourhood request predates  this policy, and the  Commission is
   prepared to  consider 'grandfathering' in  this instance, under  the old
   policy  whereby if enough support was obtained by the neighbourhood, the
   City would pay the  costs of installation.  Before making this decision,
   members of the Commission wish to know if there is still support for the
   installation of the traffic circle,  and just as important, if there  is
   any opposition to such installation.

   At its next  meeting, the Commission will consider the installation of a
   temporary  traffic circle at City  expense, subject to  monitoring and a
   report back six months  after installation, to see if the  circle should
   be made permanent.

   The Commission meets on Thursday,  November 9, 1995 at 7:30  P.M., Third
   Floor, City Hall.
