   SUBJECT:  Funding the Interim Economic Development Commission 


   RECOMMENDATION


        THAT Council approve a grant in an  amount of up to $25,000 to  the
        Interim  Economic   Development  Commission   to   assist  in   the
        development  of  the final  report, with  funds  to be  released as
        outlined in this report and provided from Contingency Reserve.

   GENERAL MANAGER'S COMMENTS

        The General  Manager of  Corporate Services RECOMMENDS  approval of
        the foregoing.

   COUNCIL POLICY

   On  September 14,  1995 Council  approved the  following recommendations
   concerning the Economic Development Task Force - Final Report:

   -    THAT  Council approve  in principle  the formation  of  an Economic
        Development Commission, as described   in the Administrative Report
        Dated April  11, 1995, under Option 3, which does not include a new
        Economic Development Department or the Current Economic Development
        Office.

   -    THAT  the  Economic Development  Task Force  and staff  report back
        within three weeks on the structure and reporting time-frame of the
        Interim Economic Development Commission;

   -    FURTHER  THAT  the  Interim  Economic  Development   Commission  be
        expanded to include current  Task Force members and representatives
        from a broad spectrum of interests.

   Approval of grants requires eight affirmative votes.


   PURPOSE

   The purpose of this report is to present the proposed budget for funding
   the work of the Interim Economic Development Commission.
   DISCUSSION

   The Task  Force has met and agreed that a  final report could be made to
   Council by January 31, 1996 provided that the  membership of the Interim
   Economic  Development Commission is either not expanded or expanded in a
   limited  manner. The completion of the final report will require funding
   for  a number  of routine  items and  staff is therefore  recommending a
   grant  to the  Interim Commission  of  up to  $25,000 to  fund the  work
   leading to the final report.   Disbursements of the grant would  be made
   by  the  Director  of  Finance  upon  receipt  of  proper  documentation
   supporting the expenditures.

   CONCLUSION

   Council  has approved the  formation of an  Interim Economic Development

   Commission charged with the  responsibility of producing a  final report
   on economic development matters. 

   This  present  report  recommends a  budget  and  grant  to the  Interim
   Commission to fund its work plan.
