   SUBJECT:  Motor Vessel "Miss Vancouver" -
             Class 'A' Lounge Liquor License


   RECOMMENDATION

        THAT the Vancouver Liquor  Licensing Commission endorse the request
        by  Miss Vancouver  Charters Ltd.,  for a  Class 'A'  Lounge liquor
        license on board the M.V. Miss Vancouver.


   GENERAL MANAGER'S COMMENTS

        The General  Manager of  Community Services RECOMMENDS  approval of
        the foregoing.


   COUNCIL POLICY

   There  is no Council Policy  or guidelines regarding  new liquor license
   applications for motor vessels.


   PURPOSE

   Miss  Vancouver  Charters  Ltd.,  is  requesting  a  Council  resolution
   endorsing its application for a Class 'A' Lounge liquor license on board
   the M.V. Miss Vancouver.


   BACKGROUND

   In the  past, this type  of request  was processed directly  between the
   Liquor Control  and Licensing  Branch (LCLB)  and  the Vancouver  Police
   Department,  Marine Squad.  However,  this format changed  when the LCLB
   decided   to  seek   Council   endorsement  for   most  liquor   license
   applications.                      -2-



   As  a result,  in 1989  the Vancouver  Liquor Licensing  Commission, and
   ultimately  City Council,  endorsed  applications for  Class 'A'  Lounge
   liquor licenses for motor  vessels.  During the review and discussion of
   the  applications, it was determined  that because liquor  could only be
   served while the motor vessel is at  sea, it likely would not impact  on
   the  surrounding  neighbourhood.     Therefore,  the  applications  were
   endorsed without a mail notification or a referendum.


   COMMENTS

   The  Vancouver  Police Department,  Marine  Squad,  has interviewed  the
   applicant, and can find no reason why this application should be denied.

   The  Environmental  Health  Division  has no  objection,  providing  the
   applicant  follows Health  Department instructions regarding  noise from

   the craft.
