ADMINISTRATIVE REPORT

   SUBJECT:  BIA Renewal for Robson Street and Kerrisdale


   RECOMMENDATION

        A.   THAT  Council   approve  the  commencement  of   two  "Council
             initiatives"  to  re-establish  the  Robson  Street  BIA   and
             Kerrisdale BIA for a second five-year term.

        B.   THAT  Council approve  the  Robson Street  and Kerrisdale  BIA
             boundaries as outlined in appendices B and C.

        C.   THAT Council  approve a 5-year (1996-2001)  funding ceiling of
             $1,292,500 for  the Robson  Street BIA,  and $669,000 for  the
             Kerrisdale BIA.

   GENERAL MANAGER'S COMMENTS

        The General  Manager Corporate Services RECOMMENDS  approval of the
        foregoing.

   COUNCIL POLICY

   After  five years  the  by-law  governing  each  BIA  must  be  renewed.
   Council's process for BIA renewal, approved July 30th, 1992, is attached
   as appendix A.

   PURPOSE

   The Robson Street and  Kerrisdale BIAs have completed the first  step in
   the renewal process (see appendix A).  The  purpose of this report is to
   request Council's  approval to  commence two 'council  initiatives' (the
   second step).

   DISCUSSION

   In August  1994, the Robson Street and  Kerrisdale BIAs notified all the
   property owners and tenants  of their September annual  general meetings
   (AGM).  The notices clearly stated that a vote would be taken on whether
   or not the BIA should renew its mandate for a second five-year term.

   At both annual  general meetings,  there was unanimous  support for  BIA
   renewal.   Consequently, the  BIAs have requested  that Council commence
   two  'Council initiative' processes to renew each  BIA for a 1996 - 2001
   term.

   If  Council approves proceeding with the Council initiative process, all
   property  owners and tenants in the BIA  will be contacted by City staff
   and given 30 days to object to the initiative.  Council's policy is that
   if  one third  or more  of the  tenants or  property owners  object, the
   initiative will be defeated.  

   The BIAs'  boundaries will remain the  same as before  (see appendices B
   and C).

   In the event that  the BIA renewals are approved by Council at the Court
   of Revision to be held on November 23, 1995, staff will report back with
   the details of each BIA's 1996-7 budget requests.  Details on both BIA's
   budget and activities are attached for Council's information.

   STAFF COMMENTS

   Staff support  the BIAs'  request to  proceed with  'Council initiative'
   processes to re-establish the Kerrisdale and Robson Street BIAs.
