   Subject:       100% NO SMOKING BY-LAW INITIATIVE
                                                                       

   The following will present a report reference:

        Dr. John Blatherwick, Medical Health Officer
        Mr. David Garth, Manager, Chamber of Commerce,
             San Luis Obispo, California


   Dr.  Blatherwick will  speak to  the 100%  No Smoking  By-law Initiative
   Consultation Report dated August  3, 1995;   the Summary of Findings  is
   attached.   Council members  may wish  to bring with  them the  complete
   report, which was previously distributed (on file).

   Mr.  Garth will  speak on  the impacts  on area  businesses of  San Luis
   Obispo's 1990 ban on smoking in public places.

   Council is presently scheduled to hear  delegations on this issue at  an
   evening meeting on September 28, 1995.
