   SUBJECT:  Dedication of a Corner Cutoff for Left-turn Bays on
             Clark Drive at Broadway:  1300 East Broadway
             (Queen Alexandra Elementary School)


   RECOMMENDATION

        THAT Council authorize the  Manager of Real Estate to  proceed with
        the dedication of a 3.8 square metre (41 square feet) corner cutoff
        from Lot 1 of  Lot A, Block 160, District Lot 264A Plan 15408 known
        as 1300  East Broadway from the Vancouver School Board at a cost of
        $40,800.    Funding to  be  provided  from  Streets  Basic  Capital
        Unallocated Account No. 12/01/4827/999 -  Granville @ King Edward -
        LeftŸturn Bay.

   GENERAL MANAGER'S COMMENTS

        The General  Manager of  Corporate Services RECOMMENDS  approval of
        the foregoing.

   COUNCIL POLICY

   There is no Council policy directly applicable to this matter.


   PURPOSE

   The purpose of this  report is to request Council's approval  to proceed
   with the dedication of a 3.8 square metre (41 square foot) corner cutoff
   from Lot 1  of Lot  A, Block 160,  District Lot  264A, Plan 15408,  (the
   Queen Alexandra Elementary School  on the corner of Clark  and Broadway)
   see Appendix A.

   BACKGROUND

   On July 21, 1994,  City Council approved the design  and construction of
   left-turn  bays on  Clark  Drive at  Broadway.   Interim  and  permanent
   designs  were  approved.   The  above  dedication  is  required for  the
   permanent design.  The Manager of Real Estate was authorized to commence
   negotiations for lands required for report back to Council.

   CURRENT SITUATION

   The Vancouver  School Board at its  meeting on March 27,  1995 agreed to
   dedicate the required  portion of  its school site  for street  widening
   purposes in exchange  for the  funds required to  relocate the  existing
   concrete retaining wall  and related  works to within  the new  property
   line.  In addition the City will  at its own cost demolish the corner of
   the retaining  wall and remove all  debris as required to  allow for its
   reconstruction.   Funding of $40,800 for the relocation of the retaining
   wall  is available  from the Streets  Basic Capital  Unallocated Account
   12/01/4827/999 - Granville @  King Edward -  Left-turn Bay.  Funding  in
   this  account has  been held  for several  years  to be  applied towards
   property acquisition for a proposed left turn bay.  Property owners have
   been contacted and  have been unwilling to sell.   It is now appropriate
   to use funding for other purposes.

   The Manager of Real  Estate is of the opinion  that the cost of  $40,800
   for the retaining wall is reasonable  in exchange for the portion of the
   school site to be dedicated for road.
