File No. WB TO: Vancouver City Council FROM: Associate Director of Planning - Land Use & Development SUBJECT: Form of Development: 2798 Yew Street D.A. 217550 - CD-1 By-law Number 7317 RECOMMENDATION THAT the approved form of development for this portion of the CD-1 zoned site known as 2135 West 12th Avenue (2798 Yew Street being Phase One of the development) be generally approved as illustrated in Development Application Number 217550, prepared by IBI Group Architects and stamped "Received, City Planning Department June 23, 1995", provided that the Director of Planning may approve design changes which would not adversely affect either the development character of this site or adjacent properties. GENERAL MANAGER'S COMMENTS The General Manager of Community Services RECOMMENDS approval of the foregoing. COUNCIL POLICY Following a Public Hearing on February 23, 1994 Council approved a rezoning of this site on March 8, 1994 from M-1 Industrial District to CD-1. Council also approved in principle, the form of development for these lands. CD-1 By-law Number 7317 was enacted on June 21, 1994. Companion Guidelines (Arbutus/Vine Industrial Area CD-1 Guidelines) were also adopted by Council resolution at that time. PURPOSE In accordance with Charter requirements, this report seeks Council's approval for the form of development for this portion of the above-noted CD-1 zoned site. SITE DESCRIPTION AND BACKGROUND The site is located on the north side of West 12th Avenue between Yew Street and Arbutus Street. Phase One (2798 Yew Street) is to occupy the westerly portion of the site. The site and surrounding zoning are shown on the attached Appendix 'A'.Subsequent to Council's approval of the CD- 1 rezoning, the Director of Planning approved Development Application Number 217550. This approval was subject to various conditions, including Council's approval of the form of development. The latter condition is one of the few outstanding prior to permit issuance. DISCUSSION The proposal involves the construction of two four-storey multiple dwellings on the western portion of the site to be developed as Phase One. A total of 109 dwelling units and one level of underground parking will be provided. Simplified plans, including a site plan and elevations of the proposal, have been included in Appendix 'B'. CONCLUSION The Director of Planning has approved Development Application Number 217550, subject to various conditions to be met prior to the issuance of the development permit. One of these conditions is that the form of development first be approved by Council. * * * * *
