           Proposal:   Replace  the M-1 zoning on this 6.8  ha (16.8 acres) site with a new
                       zoning  district   schedule  ("MF-1")  intended   to  encourage  the
                       development of a mixed-use neighbourhood for  industrial, commercial
                       and  residential  activities  in  a work/live  environment  which is
                       compatible with nearby residential districts.  (Note: a  development
                       application was simultaneously submitted, on one part of the site at
                       1000  Dunlevy, for  development permitted under existing  zoning but
                       not  consistent with  Artist "Live/Work" Studio Policies  adopted by
                       City Council on April 28).

           Issue:      -     A report to Committee  on False Creek Flats Planning addresses
                             issues raised by this application.

           Proposal:   Rezone site from RM-5A to CD-1 to permit reuse of existing buildings
                       (previously  used as a  personal care  facility) for a hostel  to be
                       operated by Hostelling International - B.C. Region, a not-for-profit
                       association.  The proposed  facility would contain 71 rooms with 225
                       beds  and  provide parking  for  19 cars.    There  are no  exterior
                       modifications proposed, however, the applicant is requesting an  FSR
                       of 1.8 and  a height of 13.7 m  (45 ft.), which is  approximately 10
                       percent  over  the  existing  development, in  order  to accommodate
                       possible upgrading requirements.

           Issues:     -     Proposed use  conflicts with 1987  West End Policy  Plan.  How
                             will community respond to proposal?
                       -     Requires a  use definition that would  limit a hotel use  to a
                             non-profit international hostel.
                       -     Adequacy of parking.
