File No. A393-52 TO: Vancouver City Council FROM: Manager of Facilities Development Director of the Carnegie Centre SUBJECT: Carnegie Centre, 1995 Renovations Project - Contract Award RECOMMENDATION THAT the contract for the Carnegie Centre 1995 Renovations project be awarded to Arts Class Construction Ltd. in the amount of $485,357 plus GST; source of funding to be 1994 Basic Capital Budget Account 47 05 9403 999. GENERAL MANAGER'S COMMENTS The General Manager of Corporate Services RECOMMENDS approval of the foregoing. COUNCIL POLICY City Council approval is required for contract awards over $200,000. Contracts are to awarded on the basis of best value for cost. PURPOSE The purpose of this report is to recommend awarding the contract for Carnegie Centre 1995 Renovations to the low bidder Arts Class Construction Ltd. BACKGROUND On May 5, 1994, City Council approved the Carnegie Centre Renovations project and approved appointment of Birmingham & Wood Architects as consultants. Funding of $561,000 was provided from the 1994 Basic Capital Budget. An increased budget of $662,000 was approved by Council on November 1, 1994, to include $101,000 in funds raised by the Carnegie Community Centre Association. The alterations provide for improvements to the learning centre, library and administrative areas necessary to accommodate the current heavy usage of the Centre. This project is scheduled to be carried out in the summer and fall of 1995. DISCUSSION Tenders From a publicly advertised "Request for Prequalification Submissions", 12 contractors were invited to submit tenders for this project. Six contractors submitted tenders on June 1, 1995 as follows: Arts Class Construction Ltd. $485,357 Pax Construction Ltd. 549,549 Homar Construction Services Ltd. 585,000 TurnKey Construction Inc. 636,460 Heatherbrae Construction Co. Ltd. 676,500 Novacom Construction Ltd. 700,680 It is recommended that the contract be awarded to the low bidder, Arts Class Construction Ltd., in the amount of $485,357 plus GST. The low bid is within the budgeted amount for construction.
