   SUBJECT:  Maternity Care Services  for Substance-Using  Women and  Their
             Families


   RECOMMENDATION

        THAT Council  approve allocation  of the start-up  funding received
        from the Ministry  of Health  for the Maternity  Care Services  for
        Substance-Using Women  and Their Families Program  to the following
        partner agencies:

             B.C. Women's Hospital                        $24,587

             St. Paul's Hospital                          $25,566

             Sunny Hill Health Centre                     $20,848

             Vancouver Native Health Society              $74,239


   MANAGER'S COMMENTS

        The General Manager of Community Services RECOMMENDS approval.


   COUNCIL POLICY

   Council on February 3,  1994 approved a motion that  any recommendations
   for  increased staff  or enhanced  programs  be offset  by corresponding
   spending reductions or  by increases in non-taxation revenue, subject to
   Council discretion.


   PURPOSE

   The purpose of this  report is to seek Council's  approval to distribute
   $145,240  of the  start up  funding of  $218,193 for the  Maternity Care
   Services for  Substance-Using Women  and Their Families  Program to  the
   partner agencies.

   BACKGROUND

   Council  on March 28, 1995 approved a  motion to accept start up funding
   of $218,193  for the Maternity  Care Services for  Substance-Using Women
   and  Their Families Program.   Council also approved  a motion to accept
   ongoing  annual funding  for this  program beginning  in 1995/96  in the
   amount of $175,259.

   The  partner  agencies for  this program  are  BC Women's  Hospital, St.
   Paul's  Hospital, Sunny  Hill  Health Centre  and  the Vancouver  Native
   Health Society.  The  partner agencies have finalized the  allocation of
   the start up funds.

   FINANCIAL IMPLICATIONS

   This program will  be fully funded by the Ministry of  Health.  Start up
   funding of $218,193 has  been received.  Allocation of  start-up funding
   to the partner agencies will not result in any net cost to the City.


   IMPLEMENTATION AND COMMUNICATION PLAN

   The  Vancouver  Health  Department,  BC  Women's  Hospital,  St.  Paul's
   Hospital, Sunny  Hill Health  Centre Staff  and Vancouver  Native Health
   Society are working together  to finalize the allocation of  the ongoing
   operating  budget for  the Maternity  Care Services  for Substance-Using
   Women and Their  Families Program.   The Health  Department will  report
   back to Council when negotiations with the program partners is complete.


   CONCLUSIONS

   Council should approve  the proposals recommended by  the Medical Health
   Officer.
