PART REPORT TO COUNCIL STANDING COMMITTEE OF COUNCIL ON CITY SERVICES AND BUDGETS MAY 4, 1995 A Regular Meeting of the Standing Committee of Council on City Services and Budgets was held on Thursday, May 4, 1995, at 9:30 a.m., in Committee Room No. 1, Third Floor, City Hall. Note from Clerk: Due to the small number of groups wishing to appeal grants, it was decided to refer the reconsideration of community services and cultural grants from the Tuesday, May 2nd Special Standing Committee on City Services & Budgets meeting to the regular May 4th meeting. RECOMMENDATION 1. Reconsideration of Ten Community File: 2153-1 Services Grants Applications The Committee had before it an Administrative Report dated April 13, 1995 (on file), in which the Director of Social Plan-ning recommended approval of three Community Services Grants, totalling $78,500, to the Canadian Paraplegic Association, Downtown Granville Tenants Association, and Pacific Immigrant Resources; source of funds the unallocated portion of the Community Services Grants budgets. In view of the reconsideration process, the Director recommended approval of the additional three grants, totalling $23,720, to the Canadian Paraplegic Association, Immigrant Services Society - Core, and Pacific Immigrant Resources; source of funds the "Emergencies, Unforeseen Circumstances Reserve in the Community Services Grants budget, leaving a balance of $16,750 in the reserve. Mr. Rick Gates and Mr. Baldwin Wong, Social Planners, responded to questions on individual grant appeals. Ms. Jane Jimison, Pacific Immigrant Services, thanked the Director of Social Planning for reconsidering the organization's grant request and recommending an additional grant. The following spoke to appeal the recommendation of the Director of Social Planning regarding their grant: Beverly Nann, Affiliation of Multicultural Societies & Service Agencies (AMSSA) Lilian To, S.U.C.C.E.S.S. (Cross-Cultural Neighbourhood Partnership Program) During discussion, it was suggested staff convene a meeting with appropriate representatives of immigrant and settlement services organizations and members of Council to discuss the impacts of potential further cutbacks in government funding to the organizations. Clause No. 1 Continued The following motions by the Mayor were put and CARRIED. The Committee, therefore, RECOMMENDED A. THAT Council approve the Director of Social Planning's original recommendations for the following three Community Services Grants, including any conditions as specified in Appendix A of the Administrative Report dated April 13, 1995. Canadian Paraplegic Association $25,000 Downtown Granville Tenants Association 25,500 Pacific Immigrant Resources 28,000 Total $78,500 The source of funds for these grants is from the unallocated portion of the Community Services Grants budgets. B. THAT in view of the reconsideration process, Council approve the following three grants, in addition to grants already approved for these organizations, including any conditions as specified in Appendix A of the Administrative Report dated April 13, 1995: Canadian Paraplegic Association $10,000 Immigrant Services Society - Core 5,000 Pacific Immigrant Resources 8,720 Total $23,720 The source of funds for these grants is the "Emergencies, Unforeseen Circumstances Reserve" in the Community Services Grants budget. Approval of these grants will leave a balance of $16,750 in this reserve. Clause No. 1 Continued The following motion by Councillor Kwan was put and LOST. THAT Council approve the following Community Services grants: a) Immigrant Services Society - an increase of $5,000; eliminate the condition of termina- tion. b) S.U.C.C.E.S.S. (Cross-Cultural Neighbourhood Partnership Program) - $39,772; subject to further consultation with major agencies in the community and residents in the area. c) A.M.S.S.A. - $32,000 for core funding. (Councillors Bellamy, Clarke, Hemer, Kennedy, Puil, Sullivan and the Mayor opposed) 2. Reconsideration of File: 2053-1 1995 Cultural Grant Applications The Committee had before it an Administrative Report dated April 18, 1995 (on file), in which the Director of Social Plan-ning recommended approval of four Operating Grants totalling $100,500 and one Project Grant of $2,500, including any condi-tions as listed, for a total of $103,000; source of funds the Operating and Project categories of the 1995 Cultural Grants Budget. In view of the reconsideration process, the Director of Social Planning also recommended additional funds totalling $18,500 to the Canadian Jewish Community Centre, Science World and Vancouver Co-op Radio; source of funds the unallocated balance in the Operating and Project categories of the 1995 Cultural Grants budget. Approval of the recommendations will leave an unallocated balance of $55 in the Operating and $15,300 in the Project Grants budget. Ms. Alice Niwinski, Cultural Planner, responded to questions on individual appeals. Clause No. 2 Continued The following thanked staff and Council for the grants recommended to their organization as a result of the reconsider-ation process: Michael Francis, Science World (A.S.T.C.) Dorothy Kidd, Vancouver Co-operative Radio The following spoke to appeal the recommendations of the Director of Social Planning regarding the grant to their organization: Robert Kerr, Vancouver International Jazz Festival (Coastal Jazz and Blues) Zaneta Matkowska, Greater Vancouver Historical Performance Society Molly-Beth Metcalfe and Jon Bartlett, Vancouver Community Festival Society The following motions by Councillor Bellamy were put and CARRIED. The Committee, therefore, RECOMMENDED A. THAT Council approve the Director of Social Planning's original recommendations for four Operating Grants totalling $100,500 and one Project Grant of $2,500, including any condi- tions, as listed in Appendix A, Column 2 of the Administrative Report dated April 18, 1995, for a total of $103,000; source of funds to be the Operating and Project categories of the 1995 Cultural Grants Budget. B. THAT, in view of the reconsideration process, Council approve additional funds totalling $18,500 to the Canadian Jewish Community Centre, Science World and Vancouver Co-op Radio, as listed in Appendix A, Column 1 of the Adminis- trative Report dated April 18, 1995; source of funds to be the unallocated balance in the Operating and Project categories of the 1995 Cultural Grants budget. (Councillor Puil opposed to the grant to Vancouver Co-Operative Radio in Recommendation B) Clause No. 2 Continued The following motions by Councillor Kwan were put and LOST. A. THAT Council approve a grant of $3,000 to the Vancouver Out on Screen Film Festival Society. The grant is not to be seen as precedent-setting in promoting a proliferation of cultural grants to specialized screen festivals. (Councillors Bellamy, Clarke, Hemer, Kennedy, Puil, Sullivan and the Mayor opposed) B. THAT Council approve a grant of $2,000 to the Greater Vancouver Historical Performance Society.
