SUBJECT: FCM GREEN MUNICIPAL ENABLING FUND

This memo is to inform you of two new funds created by the Federal Government in the February 2000 Budget. The two funds, the Green Municipal Enabling Fund (GMEF) and the Green Municipal Investment Fund (GMIF), will be administered by the Federation of Canadian Municipalities (FCM), and should not be confused with the $2.6 Billion Canada Infrastructure Program also announced in the 2000 Budget.

The $25 Million GMEF provides 50/50 cost sharing for feasibility studies, while the $100 Million GMIF provides interest bearing loans for Capital projects. The GMIF is geared towards smaller communities that have a difficult time securing financing for major projects.

The process to apply for each fund involves first submitting an Intent to Apply form, which is reviewed by the technical panel at the FCM. Projects passing the initial screening process are invited to complete the formal application. The Intent to Apply forms became available in late July and the City submitted 8 applications and partnered with the GVRD on 3 others. The quickly evolving guidelines and deadline did not allow us time to bring the preliminary submissions to Council.

The attached table outlines the GMEF submissions and identifies the studies recommended by the FCM for proceeding to a formal application:

The relevant project managers have been given information on how to submit the application online at www.fcm.ca. The deadline to file an application is September 30, 2000.

When the program details were first announced, the Engineering Department offered to coordinate the initial “Intent to Apply” round on behalf of the organization. Now that the submission list has been trimmed, the individual departments will proceed through the application process. If there are any questions, we would be pleased to respond.
