Appendix D
SURVEY COMMENTS
ARBUTUS EAST / CYPRESS BIKEWAY TRAFFIC CALMING PLAN
1. There needs to be a pedestrian-activated signal at 12th & Maple.
2. Add additional right in/out diverted directly across from the one at Maple & 12th - north entrance to Maple off 12th. Install curbs on east side of Maple in the 2700 Block and the east and west sides of 2600 Block Maple. Remove the 4-way stop at 10th & Maple and replace with traffic circle.
3. Traffic in and out of IGA at Maple & 10th needs to be calmed. IGA parking lot is unfriendly to pedestrians. Maple between 10th & 11th needs to be improved. I like Cypress Bikeway, keep up the good work!
4. Please no more of them, they are very inconvenient. I have lived here 17 years and never found traffic to be a problem.
5. I strongly support right in/out diverter at Maple & 10th. Segment of Maple between 12th & Broadway is used as shortcut for getting to 12th/Broadway intersection, posing considerable traffic problem, esp. near Lord Tennyson School. Any improvement for safety and traffic reduction is welcome.
6. #2 proposal makes it harder to drive home from Broadway (westbound from east)
7. Greenway for 11th Ave excellent idea!
8. Yes To greenway. However, this will have a negative impact on our block unless you install the right in/out diverter at 12th & Cypress as per our previous request by all residents of 2700 block of Cypress St.
9. Parking on Cypress between 11th & 12th needs to be reduced (i.e. 1-side only or none) because this is one of the few entrances to neighbourhood as well as a bicycle route and it is crammed (hence unsafe) during the week. Diverters are fine, but many drivers ignore them and go straight through (including City trucks!) There needs to be more enforcement.
10. Presume diverter at Maple/10th to discourage rat run to IGA, etc. Diverter should be at 12th/Maple (i.e. diametric to diverter at Cypress and Broadway). Do traffic counts on Cypress south of 12th Ave, which is used by taxies, short cut by commuters, parents driving children to school. Diverters on Maple may divert more traffic down Cypress. I support trial if traffic counts are conducted to demonstrate that traffic is not just diverted from Maple to Cypress.
11. You are making it extremely difficult to get to and from the IGA @ Broadway/Maple. What route do you recommend? Burrard? Arbutus? Help!
12. Why don't you utilise existing traffic light rather than spill over traffic into side streets?
13. I would rather see traffic circles installed at c) & 2
14. There is a hazard with water from car wash at Broadway & Cypress running onto Cypress
-2-
and freezing. I hit that "black ice" heading north on my bike and took a tumble. Perhaps the gas station should be responsible for putting up warning signs or salt on the ice. It was probably just as dangerous for cars - the ice covered half the street.
15. Traffic will be diverted to Cypress, then 10th. There is too much traffic on Cypress as it is and we do not need more. Please consider this. In favour of extension of greenery Arbutus to Maple.
16. I don't think we should have too many of these Diverters.
17. Bike route on Cypress only used by weekend bikers. Cyclists ignore stop signs. You are making it harder for me to get to my house at 10th & Cypress! Quit it!
18. Good Idea.
19. Diverters will simply divert traffic to Cypress and create a busy bike route. The diverter's ease traffics for residents on one street and drives the problem to the next street. They serve no purpose except to annoy the residents.
20. Good system - has made a difference on Cypress Street. Would like to see 3100 Block Cypress properly finished with curbs, etc. Could this be done at same time as above?
21. Traffic planning should be used sparingly for maximum effectiveness and bicycle routes should be given first priority.
22. Traffic circle at 10th/Maple would be equally effective in "calming" through traffic at this location, but diverter would be ok.
23. Existing traffic patter for turning left off 12th onto Cypress is cumbersome. This is usually 1-lane due to cars parked on both sides of road. Maple is 2-lanes, even with cars parked on each side of the road. This would be a much better alternative rather than diverting traffic onto a 1-lane street, which has bicycles travelling through it. Cars proceeding north on Cypress are prevented from proceeding because of the traffic light. Although they can proceed without the light being red for traffic proceeding east/west on 12th, they always wait for the light. This then prevents cars turning onto Cypress off of 12th because they can't get through. Removing the right in/out diverter at 12th/Maple would alleviate this situation.
24. This will increase traffic to school area and divert traffic on to a bicycle route.
25. How does the proposal provide access for Lord Tennyson to anyone travelling west on Broadway?
26. I would only support a trial right in/out diverter at 10th & Maple if the City were prepared to deal with the parking problem on 2000 block W. 10th. The street is totally congested and there is no parking/drop off for disabled residents in front of Bla Court (2060). The diverter will force traffic east or west along 10th and will aggravate an already congested area in front of our building.
27. Opposed to corner bulges. Traffic volume is fine in our neighbourhood.
-3-
28. I thought they were permanent!
29. I support 10th & Maple, but I find that the same cars that use the roads divert to an alternate route in the same area. My lane is very busy between Cypress & Maple due to school, driver's speed down our lane because there is a diverter at Maple & 12th and they cannot turn left onto Maple. A few of us have had near accidents while backing out of our garages. Speed humps would be helpful.
30. Diverters are more effective than traffic circles. Maple St. between 10th & 11th should also have curbs installed. This would narrow the road and slow traffic. Also, permit parking should be considered in this neighbourhood. Many commuters use Maple as a parking lot, with lots of traffic to/from the school.
31. I do not have a car. I bike/walk or take transit.
32. Has a campaign to educate the average driver re: right before left - most people don't seem to know and simply race you to be first.
33. Put curbs in on Maple Street between 12th and Broadway to narrow the street.
34. Something needs to be done to slow people down on residential streets. Perhaps 'enforcement' is the answer. I find Cypress Avenue particularly hazardous. People seem to think that the idea is to beat the other person to the traffic circle, creating speed problems. Cypress should be closed to traffic and converted to a bike lane only, restricting to local traffic only and enforcement.
35. Suggest proper curbs on Maple between 10th & 12th would further reduce traffic.
36. Please replace temporary right in/out diverter with permanent diverters as soon as possible. Maple St between 12th & Broadway used as a short-cut route to Arbutus. Because there are no curbs on the E side of 2700 block and e/w side of 2600 blk, cars park half on the boulevard and half on the street. This leaves a wide, unobstructed road for cars to travel easily and fast on, a nice direct route to Broadway. Installing curbs would limit parking to one car width and a grass boulevard and trees could be planted to improve street-scape. Traffic circles compromise pedestrian safety.
37. If this will eliminate traffic, I'm all for it!
38. How can you get from w-bound West Broadway to 10th & Cypress? I would have to go all the way to Arbutus, drive along a lane or try to cross Burrard & 10th which is dangerous. You can't turn left on Burrard 7 am - 7 pm.
39. I can understand cars violating the rules of right in/out diverters on a regular basis; these potentially do more harm than good.
40. 4-way stop in place currently; seems to be working.
41. I'd love to see a diverter at 10th & Maple. There is a significant amount of traffic along Maple and I think traffic should be diverted and slowed down.
42. Too many parked cars some dangerously close to corners, clocking driver's vision! Restrict parking on Cypress block S of 12th to S-bound side of street only! Let people park, but only in direction leading away from major intersection.
-4-
43. Why do cyclists disrupt rush hour traffic by cycling on Burrard instead of using the Cypress
Bike Route? Put signs on Burrard to encourage cyclists to use Cypress.
44. Try getting to 1900 blk on W. 14th or 15th from Broadway east of Burrard, you can't turn left on Burrard 7 am - 7pm, can't turn at Cypress, can't turn at Maple if the diverter goes in; You turn left at Arbutus and cross a very busy intersection to turn left again onto 14th or 15th. Currently, it is possible to turn left at Maple and go past the school at 10th & 11th to Cypress, cross 12th at Cypress and get home along the bike route. I support keeping cars away from a bike route, so the diverter and Cypress & Broadway makes sense. I'd like to support keeping cars away from school/bike route, but it is a heavily used area surrounded by 4 busy streets. Keeping Maple Street more open for cars locally keeps cars to one side only of the schoolyard, with less diverted traffic past the school. Both Arbutus and Burrard are very busy, and backed up between 16th & Broadway, so local traffic avoids criss-crossing them to get around the neighbourhoods. A traffic light should be installed at 10th & Arbutus, for example.
45. Regarding question #2 - what is the point? I can stand on my balcony and watch the blatant disregard for the diverter at 12th & Maple so why go to the expense of installing yet another diverter? I personally feel that many of these traffic calming measures are a total waste of taxpayers money.
46. The amount of traffic short-cutting between W. 12th & Broadway on Maple appears to be increasing, especially the amount of commercial traffic. The speeds appear to be increasing also. I observe many drivers ignoring the 30-k school zone. I feel that the property curbing and the establishment of a boulevard on Maple between 10th & 11th Ave would further reduce traffic. I fully support the established and proposed traffic calming measures. I also support the proposed greenway project along W. 11th.
47. The C of V has to do something about the infrastructure before they can look at calming traffic in specific areas. There are multiple condo developments that have been approved by the City to be built in the Arbutus areas alone. Once the development is complete, there will be even more traffic to deal with. The City must look at widening roads (creating extra lanes) to deal with the problem of increased traffic. Until that occurs, I do not believe it is a wise plan to consider any traffic calming plans.
48. As a bike rider who lives in the neighbourhood, I am happy to see traffic slowed on any street! How about bike paths with no cars?
49. Would like to see the curb on Maple Street between 12th & 10th to be finished off.
50. Current right in/out diverters on Broadway and Cypress as well as diverters further north on Cypress are ignored by many motorists who insist on proceeding through the diverted streets. Police must enforce these changes.
51. Calming traffic is fine. Totally blocking it is ridiculous. This proposal would leave no access from Broadway for those of us living on W. 10th, 11th & 12th between Burrard & Arbutus. The diverter at 12th & Maple is sufficient!
52. This would make it very awkward to return to our home when travelling west on Broadway (Burrard no left turn 7-7; Cypress no right turn) and would require us to over-shoot by 3 blocks to Arbutus.
-5-
53. The use of traffic circles is an effective means of reducing traffic speed while leaving full access to residents. I will support any use of traffic circles.
54. I often cycle and walk and I support the traffic calming measures.
55. As a cyclist and resident, I would like to help in any way I can. Please contact me for other options or ideas about cycling in Vancouver. I really believe I can help make a good contribution to biking in Vancouver. 731-6405, Pager: 918-1746 Cell: 649-5665
56. Put in curbs on west and east sides of Maple between 10th & 11th Avenues. Put in traffic circle at intersection of 10th & Maple; and Maple and 11th Ave.
57. Maple St is becoming busier and more hazardous, esp. for children crossing to/from Tennyson Sch. I support the proposed measures. Enforcement of parking regulations along Maple St. would also improve safety, many people park their cars dangerously close to intersections, making it difficult for pedestrians to cross safely.
58. I find extremely heavy traffic load around my area, which disturbs my peace and good sleep.
59. Proposal in #2 above will reduce hazard of traffic turning in and out of IGA/Liquor Store. Greenway on 11th is excellent plan, but what will be done for crossing Arbutus? (Particularly for school children). This is very busy street, particularly near the school.
60. I don't see the need for this. Maybe our taxes could be put to a better use.
61. Diverters tie up traffic. Cypress between 1st & Broadway is jammed with cars. Cyclists don't use bike route; they come south on Burrard and stay on Burrard instead of turning right on 1st and going to Cypress bike route. I work at 1st & Cypress and live at 11th & Burrard and as far as I'm concerned, car and bike traffic is a mess. Cars can't get anywhere; bikes don't follow any rules. They need to be diverted onto Cypress.
62. Thank you for all your great ideas and work. Our neighbourhood needs protection from increasing traffic. I use the Cypress route every weekday all year round. Great work!
63. Diverter on Maple Street @ 10th may cause problems getting to the IGA.
64. Install curbs on E side of Maple in 2700 blk and E/W sides of 2600 Blk. Because there are no curbs, cars park half way on the boulevard and on the street, leaving a wide, unobstructed road for cars to travel fast on, a nice direct route to Broadway. Install traffic circle at 10th/11th & Maple and remove the 4-way stop at 10th and stop signs at 11th. This would provide an anchor to the proposed greenway extension from Arbutus to Maple Street.
65. The more measures we can take to keep automobiles out of the neighbourhood, the better!
66. Why not keep the 4-way stop that is there now?
67. I have never seen traffic at the 10th/Maple intersection that would require calming. Almost all traffic comes off Broadway to the IGA and goes no further. No need for this and will only cause headaches for those of us who live within this area.
68. I am not a driver.
69. The installation of a diverter at Maple & 10th would increase traffic in front of Lord -6-
Tennyson Elementary. This is therefore an inappropriate place to increase traffic.
70. Cyclists don't even need to buy a license and yet they divert traffic and inconvenience
residents here and throughout the City. We're disgusted with your condescending and politically correct attitudes.
71. Hopefully this will prevent people from speeding and driving without due caution in the vicinity of the school
72. These diverters inhibit access to our business, and so will the proposed greenway on 11th Ave.
73. Increased traffic flow on W. 10th Ave.
74. As a business owner, our sales have suffered since the City put in the Cypress Broadway diverter. It also suffered during the sewer construction in our alley and along Broadway in front of our pharmacy.
75. Doesn't the City have more critical things to spend money on? Perhaps schools, libraries?
76. The diverter at Maple/10th is a great idea. Too many cars drive along this street, especially dangerous during the school year.
77. Please move the IGA and Liquor Store to a location, which I can access from my home, should the measures be affected. It would be nice if you could arrange for me to access my home from Broadway when I am travelling west. These diverters and ignored, in particular the diverter at Maple & 12th. I assume most of the perpetrators are residents on Maple S of 12th. This amount to discrimination. It is dangerous to make a left-turn from Maple onto 12th Ave.
78. Money better spent on left-turn lanes/lights on major routes to keep traffic flowing, or parking enforcement in neighbourhoods. Keep pedestrians/cyclist-activated crosswalks in the specified areas.
79. Traffic calming measures are working well; the benefits far outweigh the inconvenience. We support the proposed extension of the Greenway on 11th between Arbutus & Maple. Keep up the good work!
80. I enjoy having the bike route down Cypress, however it is becoming a hazard to ride down the street with some of the obstacles, esp. at the lower end of Cypress St.
81. I am very pleased with the proposed diverter on Maple at 10th. Traffic is very heavy on Maple because there are no sidewalks or curbs next to the school field and cars don't have to slow down to avoid parked cars. This makes the intersection at 11th and Maple dangerous for children crossing. Cars use Maple as a short cut and an easy route to IGA and Liquor Store.
82. No, unless a diverter is also put on Cypress at 11th Ave and Cypress at 12th. Otherwise, the traffic down Cypress will be further exacerbated.
83. Barriers on Maple pushes traffic to Cypress.
84. The Cypress @ 16th diverter has resulted in a significant increase in traffic in our lane behind 1900 blk. W. 16th. People are speeding through carelessly. If this diverter is to be permanent, then speed bumps should be installed in our lane at City's expense.
-7-
85. I don't like having to be diverted in all directions just go get to my house. Please don't make any more complications. How would I get to my house from IGA store with the new proposed diverter?
86. We have a terrible time with traffic cutting across from Burrard south on Cypress to 12th. It's dangerous for children and cyclists. We, as residents have sent a letter signed by all and it was ignored!
87. If you block Flurry Street, traffic will increase on major roads and intersections to the point that it will not be possible to drive around.
88. Next time, do it on-line w/pictures.
89. The 10th & Maple diverter would make it difficult for traffic leaving the IGA to process south to 12th. If speed is a concern, why not put in some speed bumps on Maple instead.
90. I think that the traffic flow is good. We have enough right in/out diverters and traffic circles in this area.
91. What's the point? Our neighbourhood does not have much traffic. It is becoming increasingly difficult to drive home or get anywhere in the neighbourhood. Remove the circles while you're at it. These calming measures calm no one. Cars ignore the diverts and short cut left turns around the circles, making it more dangerous for pedestrians and cyclists. The main hazard in the area is Cypress just south of 12th because of narrow neck due to cars parked on both sides of Cypress between 12th and the alley. Eliminating parking on west side would make the intersection safe. Get rid of this obstacle course you've built in my neighbourhood.
92. Regarding 1c) the pedestrian crossing at Maple & 12th is still having trouble, lots of traffic accidents. Cars are speeding along this section of 12th creating accidents when students from Tennyson and another private high school on 12th cross the street.
93. Since Cypress is a designated bike route, more effort to slow/curtail traffic on this street should be made, i.e. right in/out diverter on Cypress & 12th. There is still considerable traffic north and south between 12th & 16th on Cypress.
94. The Cypress/16th diverter makes it harder for those living in the neighbourhood to get in and out, with no obvious benefit. The other calming device already in place on Cypress discourages through traffic so this removal of the particular diverter would have more of a positive impact for those of us in the neighbourhood and need to get to our homes from 16th.
95. Several years ago I responded favourably to a similar survey. I drive up Arbutus and Granville between 16th & 17th regularly. I also drive on the Cypress bike route between 16th & 25th. I thought that the bike route would take the cyclists of off the major streets, but still riders go up Arbutus and Granville all the time. When I drive along the bike route I don't see many cyclists using it. I feel the bike route up Cypress is a failure, so why bother putting up more diverters. Cyclists using Granville or Arbutus should be ticketed. Tel. 731-0354
96. Letter attached. I have noticed significant increase in traffic over the last 3 years, as drivers appear to use street to access IGA and Liquor Store on Broadway. Another concern is number of large commercial trucks that serve the store. I support proposed diverter, however, drivers turning off 12th to travel towards Broadway won't know there is a diverter 2 blocks north. Some form of signage at 12th & Maple might be necessary.
-8-
97. I notice you suggest no cost to residence for these modifications. When these were requested in the Vine and Yew between 4th & Broadway they were to be the property owner's expense and traffic needs more calming in that area than this.
98. These temporary diverters have increased traffic past Tennyson School and have made if difficult for me to get home. They have not slowed traffic. Speed and volume down 14th has increased substantially.
99. Slow and quiet traffic on W. 12th. Ask ambulance dispatch to limit nigh sirens to only when necessary. No cars, no noise! We've just moved in and the diverters limit how we can get home, it can be inconvenient.
100. Consider speed humps in lanes in this area as traffic is speeding through to avoid diverters.
101. Trial left-turn diverter very inconvenient at Maple & 12th. Please remove it.
102. When with commuter parking in the area is addressed?
103. I am curious what the costs of these adjustments will be?
104. Seems to work well both for cyclists and as a traffic calming measure for the neighbourhood.
105. Hopefully we can have some no parking signs added, especially at Cypress and Broadway.
106. If idea is to facilitate Cypress route, seems logical to put right in/out diverter along that route. This discourages cars and encourages bicycles. If intent is to calm traffic in various neighbourhoods, then any of the devices proposed are valid. Careful consideration should be taken around 10th & Maple due to volume of traffic from IGA. Despite the school, the added congestion could be significant.
107. Please do not redirect traffic on to Cypress St. If a diverter is in place at Maple & 10th, traffic will increase on Cypress. Put a diverter on Cypress at 10th Ave. instead.
108. Once you cut Maple St off then you must stop traffic, which will surely use Cypress. Diverters at 12th & Cypress as well as Maple & 10th.
109. I have lived in neighbourhood 23 years. Traffic circles provide an irritation every time I leave my house. So do right in/out diverters, as I have to go in the wrong directions and get stuck in traffic when I turn. It waists time and gas. Your no turns effectively block the neighbourhood in on north and south routes. They also empede access for Fire Trucks and it takes longer for them to get to the fire. I vote that you remove these barricades.
110. The diverters appear to be doing what they are intended to do.
111. Get rid of resident parking on 2400 Maple or change regulations to 2-hour max. to 4 p.m. Why do you have resident parking to 6:00 p.m.?
112. I find them inconvenient and not very effective. I've seen numerous cases of them being ignored also. The existing traffic circles are fine, but these diverters are a real annoyance.
113. This plan will only work with enforcement. The temporary barriers already in place are flouted frequently. Increased barriers on Maple will undoubtedly move some traffic to Cypress. -9-
It is critical to enforce traffic signs on the Cypress bike route, including the school zone. I was hit on Cypress while cycling and hurt quite badly. Police didn't even come to the scene. The woman who hit me admitted that she was using Cypress to avoid Broadway & Burrard on her commute to work. She was also travelling well above the posted 30-km speed limit. You can
put up whatever expensive traffic measures you want, but policing in this part of town is deplorable and will surely cause your best-laid plans to fail.
114. Diverters force me to go round in circles to reach my house. If this diverter is put in, I would end up on the other side of the tracks at Arbutus heading in the wrong direction when my house is at 1800 W. 10th. It would also make the IGA Shopping centre virtually inaccessible from my home. Please do not install right/in out diverter at 10th & Maple! ALSO: Your attached map is incorrect, as the lanes between Broadway @ 10th and between 10th & 11th do NOT access Arbutus from Maple as they stop before reaching the railway tracks. (They should look like the lane between 12th & 13th from Maple to just before the tracks).
115. Just redirects traffic down other residential routes, i.e. lanes.
116. Would only increase traffic flow on Cypress, which is exactly what we don't want.
117. Curbs on east side of Maple and by school would help avoid parking problems.
118. I am also in favour of proposed greenway on 11th. I am concerned about increased pressure on available parking in our area. 60% of the time parking is available around the corner on Cypress, but increasingly it is necessary to park several blocks away. Not always a problem but makes unloading groceries and equipment a hassle.
119. I support Greenway space proposal on 11th between Arbutus & Maple. I support slowing down speed with traffic diverters.
120. Cypress is too busy as it is. If you put diverter @ Maple & 10th, it will redirect traffic on to Cypress St and make it worse.
121. Narrow Maple by making proper sidewalks so that it becomes less of a throughway. Add a traffic circle at 10th & Maple if necessary.
122. Because of school traffic, I am in full support of the diverters, as it will cut down the flow of traffic around the school. PS: thanks for considering school staff in this survey.
123. Maple diverter will cause more traffic on Cypress, already a bottleneck at Cypress to 11th & 12th. To drive westbound on Broadway, difficult to get to 1800 block Cypress with Maple diverter - will have to go Arbutus to turn left Off-Broadway?
124. This should only be mailed to owners as they are the ones who have to live permanently with the changes, not tenants who are temporarily living there. I did not receive this at my own address!
125. Bicycle route idea is ok, but diverters are inconvenient, frustrating and hazardous. For residents, exit & egress to this tiny neighbourhood is difficult. Drivers are ignoring the diverters whenever possible and traffic in lanes and side streets has increased. Stops signs and traffic circles are sufficient.
126. Protected bike streets are a great idea. The new L-turn bay at Arbutus & 12th helped reduce
-10-
traffic.
127. Until a dedicated left-turn lane is made on Broadway to go south on Burrard, I will not support the Cypress diverter. It is very hard to turn at Maple and backtrack to my home after work.
128. What happened to proposal to install speed humps in back lane of 1800 Blk between 12th & 13th and Burrard & Cypress. Is this still under consideration. I am among many residents that support the placement of speed humps.
