RECOMMENDATION

A. THAT the General Manager of Engineering Services be authorized to retain NDLea Consultants Ltd. to carry out the work detailed in this report at a total cost of $948,000, with City's share of the cost funded in advance of the 2000 Capital Budget.

B. THAT a Professional Services Agreement with NDLea Consultants Ltd. for the Design and Inspection Services for the Reconstruction of the Stanley Park Causeway "S" Curve Project be executed by the Director of Legal Services on the basis that no legal rights are hereby created and none shall arise until execution of an Agreement drawn to the satisfaction of the General Manager of Engineering Services and the Director of Legal Services.

COUNCIL POLICY

The appointment of consultants whose fee will exceed $30,000 must be authorized by City Council.

PURPOSE

The purpose of this report is to engage NDLea Consultants Ltd. to provide consultant services related to the design and construction of the Stanley Park Causeway "S" Curve.

BACKGROUND

On February 3, 2000, the Standing Committee of Council on Planning and Environment approved the reconstruction of the Stanley Park "S" Curve. In April of this year, BCTFA, TransLink, ICBC, Vancouver Parks Board and the City of Vancouver mutually agreed on the project's scope of work, funding arrangements and responsibilities of all participating parties, including that the City of Vancouver act as the delivery agent for this work.

The reconstruction of the "S" Curve was found to be necessary due to traffic safety concerns regarding the street's existing configuration, lane widths and road surface condition. In addition, there are also plans for improvements to the transit access into Stanley Park and improvements to pedestrian, bicycle and in-line skating paths in this area.

ENGINEERING SERVICES

The Professional Services Contract requires that ND Lea and their team of: Surveyors; Urban Designers; Landscape Architects; Geotechnical, Electrical, Civil and Structural Engineers; be responsible for the investigation of existing conditions, preliminary design, public consultation, cost estimates, detailed design, tender analysis, construction administration and construction inspection.

The General Manager of Engineering Services recommends that NDLea Consultant Services be awarded the work based on their submission which provides the best value to the City and the participating agencies. NDLea Consultants Ltd. is a Vancouver based engineering consulting firm which has demonstrated a high level of work in this field, both locally and internationally.

ND Lea Consultants Ltd. is presently under contract with BCTFA for the design and inspection services for the causeway north of the "S" Curve Project. They have also previously developed conceptual alternatives for the "S" curve. Furthermore, it was mutually agreed by the participating parties that this work be completed within the time frame for the

Lions Gate Bridge Rehabilitation Project, which is currently well under construction. This results in very tight time constraints for the scheduling of the adjoining "S" Curve Project, so it is deemed advantageous to have a consultant who is familiar with the project. Consequently, with ND Lea involved in both causeway projects there would be good continuity and coordination for the overall project.

ND Lea's previous experience with the City and their extensive knowledge of this causewayproject make them ideal for this work. As well, ND Lea proposal is good value as they are using their same 1999 rates as those used for the Lions Gate Project.

FINANCIAL IMPLICATIONS

The mutual agreement includes the cost sharing details between the participating agencies (BCTFA, ICBC, TransLink and the City). The project budget is estimated to be $10 million with the provincial agencies (BCTFA and ICBC) funding 50% of the costs, with an initial $500,000 provided by BCTFA upon award of the construction contract, and the local agencies have agreed to fund the remaining 50%. It is anticipated that the City's portion of the total project budget will be approximately 20%. The City will recover costs from the participating agencies upon completion of the project

Based on the staff-hours and fees estimated by NDLea Consultants Ltd, the consulting services for the work will require funding of $948,000, excluding GST. City funds will be allocated in advance of the 2000 Capital Budget.
