A Regular Meeting of the Council of the City of Vancouver was held on Tuesday, January 11, 2000 at 10:59 a.m., in Committee Room No. 1, Third Floor, City Hall, following the Standing Committee on Transportation and Traffic meeting, to consider the recommendations of the Committee.

A Regular Meeting of the Standing Committee of Council on Transportation and Traffic was held on Tuesday, January 11, at 9:30 a.m. in Committee Room No. 1, Third Floor, City Hall.

ADOPTION OF MINUTES

The Minutes of the Standing Committee on Transportation and Traffic meetings of November 2, and November 30, 1999, were adopted.

RECOMMENDATION

1. Traffic Calming Measures Adjacent Lord Selkirk School File: 5757

The Committee had before it an Administrative Report dated December 14, 1999, in which the General Manager of Engineering Services reviewed pedestrian safety concerns at the intersection of 22nd Avenue and Commercial Street and recommended traffic calming measures.

Ian Adam, Assistant City Engineer - Transportation, introduced Winston Chou, Neighbourhood Transportation, who provided an overview of the Administrative Report. Mr. Adam and Jim Hall, Neighbourhood Transportation Engineer, responded to questions regarding the proposed traffic calming measures.

Caroline Krause, Lord Selkirk School, spoke in favour of the proposed traffic calming measures, citing pedestrian safety concerns caused by excessive traffic speeds, chronic parking violations and poor visibility.

The following motion by Councillor Puil was put and carried. The Committee, therefore,

RECOMMENDED

A. THAT a raised crosswalk across 22nd Avenue at Commercial Street and three corner bulges at the intersection of 22nd Avenue and Commercial Street be installed, at a cost of $50,000, from the Streets Unappropriated Account 30000128 - S/W Reconstruction Program.

B. THAT the Streets Maintenance Budget be increased by $700 and the Traffic Sign Maintenance Budget be increased by $100 for the traffic calming measures, effective year 2001.

2. Franklin and Semlin Area Traffic Calming Plan File: 5757

The Committee had before it an Administrative Report dated December 17, 1999, in which the General Manager of Engineering Services reviewed the temporary traffic calming measures in the Franklin and Semlin area and recommended the permanent installation of these measures.

Winston Chou, Neighbourhood Transportation, provided an overview of the Administrative Report, and along with Ian Adam, Assistant City Engineer - Transportation, responded to questions concerning the traffic calming measures.

The following motion by Councillor Louis was put and carried. The Committee, therefore,

RECOMMENDED

A. THAT the temporary partial closure to eastbound traffic on the 2000 block of Triumph Street and the diagonal diverters on Semlin Drive at Pandora and Franklin Streets be made permanent, at a cost of $100,000, from the Streets Unappropriated Account 30000326 - Traffic Calming.

B. THAT the Streets Maintenance Budget be increased by $1,000 and the Traffic Sign maintenance budget be increased by $300, for the traffic calming measures, effective year 2001.

3. Hand-Held Computerized Ticket Issuance Machines - Update File: 5651

Ralph Yeomans, Manager, Parking Enforcement, advised staff were in attendance to provide an update on the hand-held computerized ticket issuance machines pilot project. He advised the project was the first of its kind in Canada, being unique in that the upgraded hand-held devices allow staff to transmit data in real time. In responding to a query regarding costs and the future implementation of the program, Mr. Yeomans noted staff were putting together a business case analysis, and the matter would be the subject of an upcoming report to Council.

Brent Heisler, Parking Enforcement Officer, and Norman Au, Information Services -Engineering, with the aid of a PowerPoint presentation (hard copies distributed), provided an overview of the hand-held trial. Mr. Yeomans, Mr. Heisler, Mr. Au, and Dave Rudberg, General Manager of Engineering Services, responded to questions regarding the hand-held devices, including the legal and ethical ramifications.

The following motion by Councillor Puil was put and carried. The Committee, therefore,

RECOMMENDED

THAT the verbal presentation by Engineering Services staff regarding the Hand-Held Computerized Ticket Issuance Machines be received for information.
