Joint City of Vancouver and Ministry of Attorney-General Community Safety Funding Program
RECOMMENDATION
A. THAT Council continue its participation in the joint City of Vancouver and Ministry of Attorney-General Community Safety Funding Program for the year 2000 at a cost of $150,000, source of funding to be 2000 operating budget.
B. THAT Council instruct the Chief Constable and the Director of Community Services, Social Planning, to report back before July with a comprehensive plan for Community Policing Centres / Neighbourhood Safety Offices in Vancouver and the Community Safety Funding Program, including future directions, sustainability and working relationships between the funding and operating partners and the community.

COUNCIL POLICY
On October 25, 1996, Council approved the establishment of a joint City of Vancouver and Ministry of Attorney General Community Safety Funding Program. Council also approved a three year commitment (1997-1999) of an annual grant budget of $150,000, to be provided in its annual Operating Budget without offset.
Approval of funding requires eight affirmative votes.
PURPOSE
This report recommends continuing the 1997-1999 Community Safety Funding program as it currently exists for one additional year (2000) to allow the Community Policing Centres/Neighbourhood Safety Offices to continue to operate and provide programs. A full review of the safety funding program, joint partnership, and development of sustainable strategy for the future of the Community Policing Centres/Neighbourhood Safety Offices is currently underway.
Staff is committed to report back to Council with recommendations on findings and future direction by the end of June 2000.
BACKGROUND
On October 25, 1996, Council approved the establishment of a joint Community Safety Funding Program with the Ministry of Attorney General. Each party agreed to contribute $150,000 annually to the program for a three year period (1997-1999). This funding commitment ends December 1999.
In August 1999 an initial review of the Community Safety Funding Program took place under the direction of the City, the Vancouver Police Department and the Province. This initial review was completed in October with a draft report presented to the joint management committee (copy of the report is available in the Social Planning Dept.).
DISCUSSION
Community Policing is a priority of the Vancouver Police Department and is supported by the City. The number of Community Policing Offices/Neighbourhood Safety office has grown from four offices in 1995 to twenty one offices in 1999.
Each of the twenty one Community Policing Centres/Neighbourhood Safety Offices (CPCs/NSOs) currently in Vancouver has a dedicated Neighbourhood Police Officer attached to it. All Offices benefited from the community safety funding grants, enabling residents to engage in activities such as Block Watch, safety fair, and other preventive programs; providing local neighbourhood access to the Police, and early intervention and conflict resolution at the local level.
The activities and programs that have been delivered from these CPCs/NSOs have allowed for an increased liaison between the Police and specific communities such as First Nation's and the Chinese communities; residential neighbourhoods such as Collingwood, Mount Pleasant, Grandview Woodland, etc. (For a complete list of all CPCs/NSOs please see Appendix A).
Some of the CPCs's/NSOs have been more successful than others at developing a good cadre of volunteers and a solid operating program.
The proposed program review will hopefully determine which CPCs/NSOs will remain viable for the long term.
Council has instructed staff to implement a full review of the funding program in 1999 and report back with recommendations for future direction and further funding commitment. However, due to the change in leadership and management re-organization within the Vancouver Police Department in Spring 1999, the review did not take place until August. Staff has begin to implement some of the findings from the initial funding program review including:
· a redesigned and simplified application form
· clearly defined funding criteria, evaluation process and outcome measures.This review also identified the need to address some long term issues related to
· the roles and responsibilities of the funding and operating partners
· operating relationships between the City of Vancouver and the Police Department
· objectives of the Community Policing Centres/Neighbourhood Safety Offices
· the need to develop common vision for those roles, responsibilities and objectives between all funding and operating partners
· clear established criteria for future development and creation of a CPC/NSO.A Community Policing Advisory Committee (CPAC), made up of board members from all CPCs , works closely with the Police Department, promoting and supporting public safety and the continuance of high quality community policing programs. CPAC held two facilitated workshops in November, 1999 to develop strategies for moving forward in the year 2000. The workshops were attended by members of the police executive and Police Board members, City and Provincial staff and board members of the various CPCS's/NSOs. The workshops were very successful and CPAC will form a solid foundation for future relations between the police and the community.
The Ministry of Attorney General has agreed to contribute $150,000 towards year 2000 Safety Funding Program. If Council also approves the one year funding, staff will immediately initiate the grant application process and report back in early February with
recommendations on specific allocations for the year. This will allow the Community Policing Centres to continue providing relevant programs while the longer term issues and strategy are being developed. If Council is supportive of this initiative, funding will be added to the 2000 Operating Budget.CONCLUSION
Community policing initiatives in Vancouver have been successful engaging residents in crime prevention activities with the Police. Over the past few years, the offices have expanded from 4 to 21. The volunteer base has grown from a few dozen to hundreds and numerous community safety programs have been delivered to thousands of citizens. However, that rapid expansion and program success has not come without difficulty and some uncertainty, especially around funding.
A thorough review and strategy development is timely and needed. The funding partnership between the City, the Police and the Province has been beneficial, but also requires further clarification in order to be efficient and effective. As well, it is important that the work done to date in delivering community policing programs not be halted while the review is underway. Approval of the recommendations outlined in this report will ensure both the continuation of program delivery and the development of a long term strategy for the future of community policing initiatives in Vancouver.
