A Regular Meeting of the Council of the City of Vancouver was held on Thursday, October 21, 1999, at 2:45 p.m., in Committee Room Number 1, Third Floor, City Hall, following the Standing Committee on Planning and Environment meeting, to consider the recommendations of the Committee.

ENQUIRIES AND OTHER MATTERS

1. "GVRD Liquid Waste Management Plan"

Councillor Chiavario reported for information that at the last Greater Vancouver District Sewerage and Drainage Committee meeting the GVRD Liquid Waste Management Plan was referred back to the Provincial Government with a request that member municipalities be given a further six months to familiarize themselves with the conditions imposed by the Ministry of Environment, Lands and Parks.

ADOPTION OF MINUTES

The Minutes of the Standing Committee on Planning and Environment meeting of Thursday, September 23, 1999, were adopted.

RECOMMENDATION

1. 599 Columbia Street (DE404462) - Proposed Pagoda/Teahouse File: 2604

The Committee had before it a Policy Report, dated October 4, 1999, in which the Director of Current Planning recommended support in principle of the proposal for a 7-storey pagoda structure with a commercial teahouse at ground level to be located on the city-owned Dr. Sun Yat-Sen Park site in Chinatown.

Clause Number 1 Continued

Mike Kemble, Development Planner, reviewed the proposal, noting an anonymous donor has offered to fund the entire construction cost and the Park Board had given unanimous support for the pagoda, subject to agreements for its future maintenance and operation. Mr. Kemble also noted the project exceeds the maximum height provisions approved for the area; however, staff recommend a height relaxation under the "hardship" clause of the Zoning and Development By-law, due to the unusual nature of the proposed structure which would be an attractive landmark and enhance public enjoyment of the area.

Joe Wai, Architect, responded to Council members' questions, briefly reviewing the history of this type of pagoda, the process which led to its proposed design, and construction materials to be used.

The following motion by Councillor Don Lee was put and carried. The Committee, therefore,

RECOMMENDED

THAT Council advise the Development Permit Board that it supports in principle the pagoda proposal for the Dr. Sun Yat-Sen Park at Keefer and Columbia Streets generally as submitted by Joe Wai Architects under DE404462 including the height of the proposal; and

FURTHER THAT Council extend thanks to the anonymous donor for his/her generous donation which will contribute to the revitalization of the Chinatown area and the betterment of Vancouver as a whole.

2. Grant to 'Save Our Living Environment' File: 2251

The Committee had before it an Administrative Report dated October 4, 1999, in which the General Manager of Engineering Services recommended approval of a grant of $50,000 to 'Save Our Living Environment' (SOLE), for the micro cleaning of city sidewalks, lanes and parks in the Downtown Eastside, Gastown and Chinatown.

Brian Davies, Assistant City Engineer, Solid Waste and Information Services, introduced John McLewin, Superintendent, Sanitation Operations, who reviewed the Administrative Report.

Clause Number 2 Continued

Ken Lyotier, SOLE, responded to questions, noting that some participants in the program are on income assistance and only work part-time in order not to exceed the amount of earnings allowed for recipients of income assistance.

The following motion by Councillor Sullivan was put and carried. The Committee, therefore,

RECOMMENDED

THAT Council approve a grant of $50,000 for twelve (12) months to Save Our Living Environment (SOLE) for the micro cleaning of city sidewalks, lanes and parks in the Downtown Eastside, Gastown and Chinatown as outlined in the Administrative Report dated October 4, 1999, with funding provided by the Solid Waste Capital Reserve.
