RECOMMENDATION

GENERAL MANAGERS’ COMMENTS

COUNCIL POLICY

· Council approval is required for contracts over $300,000.
· Contracts are to be awarded on the basis of best value for the City.

PURPOSE

The purpose of this report is to request Council’s approval to award a contract for the reconstruction of the existing Firehall No. 3 located at 2801 Quebec Street to the low bidder Pax Construction Ltd.

BACKGROUND

The 1997-1999 Capital Plan for Fire Protection included a total of $2.7 million for the reconstruction of Firehall No. 3. In December 1997 Council approved the appointment of
Matsuzaki Wright Architects Inc. as the architects for the design of Firehall No. 3. This contract was subsequently assigned on July 28, 1998 to The Iredale Partnership, in association with Matsuzaki Wright Architects.

In February and March 1999, a standard notification of the project was mailed by the Director of Planning to the Brewery Creek Association, Mount Pleasant Business Improvement Association, Mount Pleasant Community Association and neighbouring property owners, respectively. Planning reported that no significant neighbourhood concerns were raised.

On April 14, 1999, the project was submitted to the Board of Variance for relaxation of front yard, rear yard and floor space ratio.

On May 5, 1999, a development permit was issued.

DISCUSSION

From an open request of expressions of interest for prequalification of general contractors, nine contractors were prequalified on the basis of a published set of minimum requirements to submit tenders for the project. Complete tenders were received as follows:

On the basis of best value it is recommended the contract be awarded to Pax Construction Ltd., the low bidder, up to a maximum amount of $1,399,993 plus GST. Pax Construction Ltd. met all the requirements of the tender documents.

The contract value is within the amount budgeted for this portion of the project.

All tenderers have been advised of this recommendation.
