A Regular Meeting of the Council of the City of Vancouver was held on Tuesday, October 6, 1998, at approximately 10:15 a.m., in Committee Room No. 1, Third Floor, City Hall, following the Standing Committee on Transportation and Traffic meeting, to consider the recommendations of the Committee.

ENQUIRIES AND OTHER MATTERS
1. Traffic Calming
Lane - NW Corner 11th Avenue and Quebec File: 5757
Councillor Chiavario requested staff to examine the traffic situation in the lane behind the northwest corner of 11th and Quebec, with consultation with affected apartment residents, for report back to the Standing Committee. An information memo or verbal update on when the final implementation of the traffic calming will occur was also requested.
The Mayor so directed.
2. Kitsilano Show Boat
Crosswalk Safety Issues File: 5702
Councillor Chiavario requested staff consult with concerned neighbours regarding safety issues arising from pedestrian use of the crosswalk adjacent the Kitsilano Show Boat during performances, for report back.
The Mayor so directed.
3. New Neighbourhood Transportation Engineer File: 1375
Ian Adam, Assistant City Engineer, introduced Jim Hall, newly-appointed Neighbourhood Transportation Engineer. Mr. Hall provided Council with a brief overview of his background including his interest in neighbourhood transportation issues and outlined intended priorities for his Division.

RECOMMENDATION
1. Clinton Park Neighbourhood Traffic Plan File: 5757
The Committee had before it an Administrative Report dated September 16, 1998 (on file), in which the General Manager of Engineering Services sought Council approval for the implementation, on a trial basis, of a traffic calming plan and development of the Neighbourhood Greenway for the Clinton Park neighbourhood.
Ian Adam, Assistant City Engineer, Transportation, outlined the history of the plan,and Forrest Klotzbach, Neighbourhood Transportation, with the aid of schematics, provided Council with an overview of the report.
Nancy Knight, Clinton Park Neighbourhood Working Group:
· encouraged Council to move forward with implementation of the Plan
· expressed concern the 4-way stop signs may not be sufficient calming for the intersection of Penticton and Grant, but will accept as an interim measure as opposed to expensive bulges
· noted the need to monitor traffic on Charles, which is extremely wide, and used by those who wish to avoid the 1st Avenue and Nanaimo line-ups
· other issues for monitoring process: the church on 1st Avenue near Renfrew, which offers day and after-school care, experiences a fair amount of lane traffic
· potential criminal activities require examination at the 7-11 convenience store located at Nanaimo and 1st Avenue, including drug dealings
In response to questions from Council, the following points were noted:
· no parking is currently allowed on 1st Avenue at any time
· Council is on record as requesting bus service on 1st Avenue
· the recommended Greenway is a Neighbourhood Greenway, and not part of the City's major Greenway system; however it could become part of an identified major Greenway in future
· 3-4 different signs are currently in use in various neighbourhoods, on a trial basis, indicating a traffic calmed area
· if the Clinton Park Neighbourhood Traffic Plan is approved, construction will likely commence early next year
· staff will involve the Neighbourhood Integrated Services Team (NIST) in problems associated with the 7-11 store at Nanaimo and 1st Avenue
· proposed traffic circles can be adopted, planted, and maintained by the neighbourhood through the Greenways program; those circles not adopted are maintained by the Park Board -- percentage of neighbourhood adopted circles is currently being examined
· the lane behind the 7-11 at First and Nanaimo remains open to allow for commercialactivity and access to back of businesses, however this needs to be monitored
The following motion by Councillor Bellamy was put and carried. The Committee, therefore,
RECOMMENDED
A. THAT the Clinton Park Neighbourhood Traffic Plan and Neighbourhood Greenway be approved, as detailed in the Administrative Report dated September 16, 1998.
B. THAT the estimated cost of $111,400 for the implementation of the traffic plan be provided from Streets Basic Capital Unappropriated Account #13/32/9801/999 - Local Area Plans, and that the estimated cost of $46,500 for the implementation of the Neighbourhood Greenway be funded from Streets Basic Capital Unappropriated Account #12/31/6907/999 -Neighbourhood Greenways.
C. THAT the annual maintenance budget be increased by $4,800, without offset, for the maintenance of five new traffic circles, four new landscaped corner bulges and one neighbourhood greenway plaza, to be reduced by $400 for each circle and by $200 for each bulge adopted by residents.
D. THAT the following traffic measures be installed on a trial basis:
1. One-way southbound in the lanes east and west of Kamloops, between the lane south of Gravely and First Avenue.
2. Speed humps adjacent to Clinton Park, on Penticton and Slocan Streets, in conjunction with the City's Speed Hump Trial.
E. THAT following a trial period of approximately six months after installation, area residents be surveyed, traffic counts be taken and the results be reported to the Standing Committee on Transportation and Traffic.
