RECOMMENDATION
THAT the deep grind reconstruction of intersections at Cambie Street and 12th Avenue and the westerly portion of the intersection at 49th Avenue and Boundary be approved at an estimated cost of $150,000. Source of funds to be re-allocation from account 12/31/2822/999 - Arterial reconstruction on Broadway - Semlin to Lakewood.

PURPOSE
To obtain Council approval to reconstruct intersections at Cambie Street and 12th Avenue, and 49th Avenue at Boundary Road, to deal with rutting problems in these intersections.
BACKGROUND
The reconstruction of arterial streets is a program approved as part of the 1997 - 1999 Capital Plan. This program deals with the reconstruction of arterial streets which are in poor condition and can no longer be maintained economically. The reconstruction of arterial streets is required when the base pavement is fractured or no longer has the strength to
support surface maintenance measures. The visible indication of base pavement failure is cracking or rutting at the surface. Severe pavement rutting is caused by the increased wheel loadings on arterial streets which older pavement designs cannot accommodate. The need for reconstruction due to rutting is generally in locations where there is significant heavy loading from buses or trucks, and in locations such as intersections or hills where vehicle acceleration and deceleration applies additional loading to the pavement.DISCUSSION
There are two intersection locations which are severely rutted and should be completed in this construction season. The locations are Cambie Street at 12th Avenue and 49th Avenue at Boundary Road. The Boundary Road location requires a contribution from Burnaby in order to complete the entire intersection. Funding is being requested for the City of Vancouver portion of the intersection. The reconstruction work will involve the grinding of approximately 125 millimetres of existing asphalt and replacement with a more stable asphalt mix which is more resistant to rutting. The total estimated cost of the work is $150,000.
FINANCIAL IMPLICATIONS
These projects were not identified in the 1998 Capital Budget due to other priorities. These locations are in need of reconstruction and it is preferable that they be reconstructed in 1998. Funding can be made available through the re-allocation of funds from an existing project which is presently on hold. That project, approved in the 1996 Streets Capital Budget, is for the reconstruction of a portion of Broadway between Semlin and Lakewood. The project is presently on hold until a decision is made on the design for transit improvements along the Broadway Corridor. It is therefore, being recommended that $150,000 be re-allocated for the intersection improvements from Account 12/31/2822/999-Arterial reconstruction on Broadway - Semlin to Lakewood.
