SUBJECT:	Shoreline Protection Works Design for the Bayshore Development

RECOMMENDATION

THAT Council approve the revised design of the Cardero Park Promontory within the shoreline protection works for the Bayshore development as shown in Appendix B.

The General Manager of Engineering Services recommends approval of the foregoing.

COUNCIL POLICY

On August 13, 1991, Council approved the rezoning of the Bayshore Site. As a condition of rezoning, the developer is required to design and construct shoreline protection works.

On October 24, 1991, Council approved the report, Conceptual Shoreline Designs -Coal Harbour and False Creek North, and requested that, with respect to the detailed design, Council only review issues which represent changes to the approved proposals and principles.

On April 24, 1997, Council approved the report, Waterfront Pedestrian/Bicycle Route Design - Bayshore Development, which revised the design of the shoreline protection works at the Bayshore Development.

PURPOSE

This report seeks Council approval of revisions to the design of the Cardero Park Promontory within the shoreline protection works for the Bayshore development.

DISCUSSION

Council requested a report back on detailed design for the shoreline protection works only if the design differs significantly from the approved proposals and principles. The proposed design of the shoreline protection works along Cardero Park is generally in accordance with the design concept and revisions approved by Council, as shown in Appendix A. However, the Cardero Park Promontory, located in the north east corner of the Bayshore site, has been revised as shown in Appendix B.

The change to the Promontory is in response to the Department of Fisheries and Oceans requirement for additional fish habitat. The revised design was proposed by Parks, and supported by Engineering, Planning, and Department of Fisheries and Oceans staff to enhance the fish habitat, while creating an interesting and enjoyable space. The most significant change is the inclusion of an opening in the center of the Promontory deck that enhances the waterfront experience. This opening creates a transition from the green space on top of the deck to a naturalized rock face that slopes to the water’s edge. The resulting increase in sunlight through the deck significantly enhances the biological productivity of the kelp and fish habitat below.

The previous and current designs shown in Appendix B also include some refinements to the Cardero Park and Promontory design. The changes were requested by Parks to increase the distinctive pier character of the Promontory in relation to the rest of Cardero Park. Hence, the concrete plank surface on the deck and entrance post pier features will start at the edge of the Promontory, while the surface treatment of the pathway that crosses the park will be consistent with the other shoreline pathways. Other noticeable changes, such as additional detailing along the perimeter railing, are due to the refinement of the plans as the design progresses.

Staff recommend approval of the revised shoreline protection works design, as shown in Appendix B. The design meets the principles approved by Council and the design objectives of staff and the Department of Fisheries and Oceans.

CONCLUSION

The proposed shoreline protection works design for the Bayshore Site is generally in accordance with the concept approved by Council in 1991 and the revised shoreline protection works approved by Council on April 24, 1997. Staff support this proposal and request Council’s approval.
