Strata Title Conversion - 3398 West 7th Avenue
RECOMMENDATION
THAT the application to convert the previously-occupied building at 3398 West 7th Avenue (West 1/2 of Lot 1, Block 46, D.L. 540, Plan 229) to strata title ownership be approved.

The General Manager of Community Services RECOMMENDS approval of the foregoing.
COUNCIL POLICY
Council Policy is reflected in the City's Strata Title and Cooperative Conversion Guidelines, which outline factors which Council will consider in reviewing applications for converting previously-occupied buildings to strata title or cooperative ownership.
PURPOSE
Council approval is required for an application to convert the previously-occupied building at 3398 West 7th Avenue (West 1/2 of Lot 1, Block 46, D.L. 540, Plan 229) to strata title ownership.
BACKGROUND
The site is zoned RT-7 and is developed with a two-storey multiple conversion dwelling containing two dwelling units. The dwelling was originally constructed in 1925. It was subsequently raised and altered in 1975. Pursuant to Development Permit No. DE400538 and Building Permit No. BU402152, the existing single-family dwelling was further altered and converted to a two-unit multiple conversion dwelling in 1996/97.
One of the units is occupied by the owner/applicant and the other unit is occupied by the owner's son and his wife. No tenants have been affected by this conversion application. The owner proposes to create two strata lots in the building, which he has stated will continue to be occupied by family members.
The location of the site is shown below in Figure 1.

STAFF ANALYSIS
In addition to Planning Department staff, the City Engineer and the City Building Inspector have reviewed this application. As the building contains only two dwelling units, the Manager of the Housing Centre has not been asked to comment.
The City Engineer has no servicing or dedication requirements for this site.
The City Building Inspector reports that all work related to the permits issued in 1996 has been completed and that the building currently substantially complies with all relevant City by-laws.
CONCLUSION
Based on the foregoing, and on the applicant's compliance with the City's Strata Title and Cooperative Conversion Guidelines, the Director of Land Use and Development supports this application.
