1. Reconsideration of Community Services Grants Applications File: 2153
A.THAT Council not approve a grant to B.C. Society for Male Survivors of Sexual Abuse, in accordance with Social Plannings original recommendation.
B.THAT Council not approve a grant to the Dusk to Dawn Resource Centre, in accordance with Social Plannings original recommendation.
C.THAT Council not approve a grant to the PACE Society, in accordance with Social Plannings original recommendation.
D.THAT Council approve Social Plannings original recommendation for a six month, terminating Community Services Grant of $13,400 to Vancouver Neurological Association.
E.THAT a strongly worded letter be sent to the Provincial Government regarding the funding of services for sex trade workers.
2. Reconsideration of 1998 Cultural Grant Recommendations File: 2051
A. THAT Council not approve grants to the following three organizations that have requested reconsideration:
Kootenay School of Writing Society
Theatre in the Raw Society
Yorick Theatre Society
B.THAT Council approve the Director of Cultural Affairs original $2,000 Project Grant recommendation to Vancouver Moving Theatre , source of funds to be the Project Grants budget.
C.THAT Council approve a $3,000 Operating Grant to India Music Society , subject to receipt and satisfactory review of the Societys 1997 audited financial statement; the source of funds for this grant to be $3,000 transferred from the Project Grants to the Operating Grants budget.
Approval of Recommendations B and C will leave an unallocated balance of $8,715 in the Project Grants budget and no unallocated balance in the Operating Grants budget.
3. Contracting Out a Portion of the Apartment Recycling Program File: 3758
The Standing Committee on City Services and Budgets heard from registered speakers for the item, and deferred discussion and decision on the following recommendation to Councils meeting on April 28.
A.THAT Council approve the design of the Apartment Recycling Program as outlined in this report, whereby Vancouver apartment buildings will be provided recycling services on a mandatory pay, voluntary participation basis.
B.THAT Council approve the implementation of the Apartment Recycling Program using both private and "in-house" recycling services, as outlined in this report.
C.THAT Council approve funding the annual operating cost of the Apartment Recycling Program, which is estimated to be $1,650,000, through the Solid Waste Utility, effective January 1, 1999. FURTHER THAT Council approve funding 1998 apartment recycling operating costs, which are estimated to be $400,000, from the Solid Waste Capital Reserve.
D.THAT Council approve funding the one-time capital cost of the Apartment Recycling Program, which is estimated to be $2,556,000, from the Solid Waste Capital Reserve.
E.THAT Council approve the establishment of positions for two permanent Clerks, one temporary Clerk subject to review after full implementation, and one temporary Engineering Assistant subject to job evaluation by the Director of Human Resource Services. ENQUIRIES AND OTHER MATTERS
1. Funding of Crime Prevention Offices File: 3701
Councillor Chiavario requested the Chief Constable to report as soon as possible on his proposal to change the funding structure of Community Safety Offices.
The Mayor so directed.
