REPORT TO COUNCIL
SPECIAL ADVISORY COMMITTEE ON SENIORS

RECOMMENDATION
1. Mandate File: 3057
The Special Advisory Committee on Seniors has reviewed its mandate and concluded that a revision and updating is required to provide clarity and consistency for its activities and to enhance its ability to carry out its advisory role. The following text is the Committees proposed updating and revision of its mandate.
PURPOSE
The purpose of the Special Advisory Committee on Seniors is to work with City Council and other relevant bodies to promote the awareness of seniors' concerns in the City of Vancouver and opportunities for the participation of seniors in all aspects of City life.
OBJECTIVES
.
The objectives of the Special Advisory Committee on Seniors are to:
·act as a resource to Council and other appropriate bodies on matters affecting seniors;
·serve as a forum for discussing existing and proposed seniors' services and facilities;
·make recommendations to Council on matters of concern to seniors;
·work with the City of Vancouver to facilitate communication with seniors' groups and community agencies concerned with seniors.
MEMBERSHIP
The Special Advisory Committee on Seniors is composed of one delegated Councillorand 21 members. Members will be appointed by Council. Criteria for selection of members are:
·persons selected must be prepared to serve actively on the Advisory Committee;
·persons selected should be seniors, or be active in and knowledgeable of the concerns of seniors in the City of Vancouver, and should reflect a representative cross-section of Vancouver's citizenry. Residency in the City of Vancouver is preferred, but not essential;
·Members should participate as individuals and not as representatives of any organization or special interest group.
OTHER TERMS AND CONDITIONS
·Chair and Vice Chair: To be elected by the Advisory Committee at the first meeting of the term;
·Meetings: To be held once a month and/or as required;
·Voting: All members may vote except, in accordance with Council practice, the delegated Councillor;
·Reporting: The discussions and recommendations of the Special Advisory Committee on Seniors will be reported to the Council through the delegated Councillor and by the minutes, via the City Clerk's Office;
·Council Liaison: The delegated Councillor or a substitute to attend all meetings.

RECOMMENDS
THAT Council approve the Committees proposal for a revised and updated mandate.
COMMENTS OF THE CITY MANAGER
The City Manager has reviewed this report with the Special Advisory Committee on Seniors and raises no objections to the proposed revision to its mandate.
