RECOMMENDATION
A.THAT a bus stop on northbound Knight Street at 20th Avenue be approved.
B. THAT the bus stop on northbound Knight Street at 21st Avenue be cancelled.
COUNCIL POLICY
The City owns the streets and regulates their use for BC transit buses and bus stop locations.
PURPOSE
This report recommends a new bus stop location.
BACKGROUND
BC Transit recently discontinued the northbound bus stop on Knight Street at 21st Avenue because bus drivers at this location were not able to see approaching traffic on the curved roadway behind them. BC Transit proposed a new stop at 22nd Avenue. At the November 4, 1997 Standing Committee on Traffic and Transportation meeting, concerns were expressed by a local resident about the accessibility of the proposed stop for seniors. As a result, BC Transit and City staff met on-site with residents to discuss other bus stop options.
DISCUSSION
The residents were primarily concerned about walking distance to the stop. It was noted there are seniors in the area who find it difficult to walk on the grade of Knight Street. Other factors considered included the impact on adjacent residential land use, transit operational concerns, pedestrian safety and the need for a bus shelter.
Based on discussions with the residents, it is proposed that a bus stop be installed at 20th Avenue, as illustrated in Figure 1. This location would be on the same block face as the previous stop at 21st Avenue. Compared to other options, it would provide a higher level of passenger comfort, minimize impacts on adjacent residential land use, and meet the residents concerns about walking distance. A shelter could be installed at the stop. The resulting bus stop spacings would be within City guidelines. BC Transit supports the proposal.
