SUBJECT:Vancouver Regional Transportation Authority
On Tuesday February 10, 1998, Council heard delegations on the proposed Vancouver Regional Transportation Authority. A number of delegations provided Council and staff with thoughtful recommendations that would be positive additions to the proposed Agreement. I have provided Council with the following additions to the existing recommendations which capture the key issues arising from the delegations and I would recommend you support:
B6 Expand the Purpose of the Agreement by incorporating the following principles:
a. The need to support economic development as well as the regional growth strategy,
b. Improvements in the quality and availability of pedestrian and cycling facilities,
c. Support for a major road network to improve the movement of goods and services.
B7Expand the section on Accountability by amending the public consultation process to include stakeholder committee(s) that would work with the Authority by providing input in the development of plans and policies.
The matter of mitigation of impacts associated with the use of transportation facilities was raised and some delegations felt language should be included in the proposed Agreement or legislation to address this issue. I would not recommend this be done. Mitigation is a complex and potentially very consequential matter that may be better addressed through adoption of policies after discussion by a new Authority Board. Impacts can always be dealt with on a project by project basis.
