RECOMMENDATION

That Council accept the low bid from Grinnell Supply Sales for the supply and delivery of PVC sewer pipe and fittings, as, if, and when required, for a 12-month period from the date of the purchase order, at an annual estimated cost of $469,749 plus the 7% Goods and Services Tax (less any municipal rebate received) and the Provincial Sales Tax, subject to a contract satisfactory to the Director of Legal Services.

COUNCIL POLICY

The policy of Council is to award contracts for the purchase of equipment, supplies and services that will give the highest value based on quality, service and price.

Contracts with a value over $300,000 are referred to Council.

DISCUSSION

Tenders for the above were opened by the City Clerk on November 26, 1997 and referred to the General Manager of Engineering Services and the Manager of Purchasing Services for report.

The 7% Goods and Services Tax (less any municipal rebate received) and the Provincial Sales Tax are in addition to all prices shown in this report and in the tabulation.

Funds for all purchases are provided for in the Sewers Connection Fee and Sewers Capital Budget.

The tender calls for the supply and delivery of 12 items of PVC sewer pipe in Section A and 66 items of PVC sewer fittings in Section B as, if, and when required for a twelve month period from the date of the purchase order. The quantities tendered are estimated only.

The tender is to be awarded on a section by section basis or in its entirety to a single contractor. Price adjustments, due to the commodity nature of PVC resin, may be made during the contract term if supporting manufacturer’s documentation and minimum notice requirements are provided by the contractor.

Ten firms submitted tenders with one of these firms bidding on the pipe portion only.

Grinnell Supply Sales submitted the low bid for both Sections A and B.

Accordingly, we are recommending the acceptance of the low bid from Grinnell Supply Sales for the supply and delivery of PVC sewer pipe and fittings for a twelve month period from the date of the purchase order.
