-change was previously recommended as part of changeover to Flats industrial zoning, but Finning wanted to remain M-2.

Proposal:-seven storeys with commercial uses at grade and hotel above;
-5.5 FSR, of which 2.5 FSR is imported heritage density;
-underground parking, with pay-in-lieu for some required spaces; and
-designed in accordance with Yaletown guidelines.
Issues: -heritage density transfer outside the approved area for rezoning for heritage density transfers;
-.5 FSR greater than can be built in Yaletown, representing the 10% heritage density bonus typically permitted in other Central Area zoning districts but not HA-3; and
-the extent to which the design of the building should reflect the heritage character of Yaletown warehouse buildings.
