SPECIAL ADVISORY COMMITTEE ON PUBLIC ART

INFORMATION

1. Annual Report

The Public Art Committee (PAC) was established in 1991 to advise Council, staff, artists and others in the Public Art Program. The Committee has nine members: five from the artist community (two of whom must be practising artists); two urban designers (usually an architect and a landscape architect); a developer; and a citizen.

During 1997, the Committee has allocated its time as follows:

(i)Recommending major public art processes for private-sector projects, including: Aoki Corporation’s Bayshore Gardens; Concord Pacific’s Quayside; 900 Block Seymour; and Marathon Realty’s Marina Neighbourhood at Coal Harbour.

(ii)Advising on civic public art projects including: Broadway & Clark/Queen Alexandra School; Southeast Granville Slopes Park; sixteen projects along the Ridgeway Greenway; Steam Vents at four downtown sites; Garden Drive Traffic Circles; and the Community Public Art Program grants.

(iii)Advising Council on allocations from the Public Art Budget and the Park Board on its "Guidelines for the Review of Proposed Donations of Public Art and/or Memorials to City-wide Parks", the AIDS Memorial, and the Forest Alliance’s proposal to replace Lumberman’s Arch in Stanley Park.

(iv)Advising the Planning Department on murals and other matters proposed for private developments.

1997 Highlights

The Committee hosted public information meetings at Simon Fraser University Downtown Campus for the third year, and implemented other measures to encourage public participation. The Committee is proud of the growth and maturity of the Program,as indicated by the number and variety of projects, and the launch of Panorama, the Program newsletter, which has been an effective means of publicizing Program aims and opportunities.

Members of the Committee during 1997 are listed in Appendix A. Civic projects installed on City streets since 1993 are listed in Appendix B. Community Public Art projects approved for 1997 are listed in Appendix C.

1997 COMMUNITY PUBLIC ART PROJECTS

Mount Pleasant Community Centre Association

Title: Banners on Broadway

Neighbourhood street banners along East Broadway from Guelph Street to Victoria Drive.

South Vancouver Neighbourhood House

Title: Beautiful Banners on Victoria Drive

The creation and placement of banners on Victoria Drive. The organizers will identify the residents who would be involved, the community partners that are supporting the program ( BIA, Library, School and others) and jointly devise a theme.

Britannia Community School Society

Title: Days of Sun

The project will produce a number of art works embedded in sidewalks on Commercial Drive, to record the history, land uses, and future visions of the Grandview-Woodlands.

Vancouver Art Forum Society

Title: December 6th Discussion II

500 photos by clients of the Downtown Eastside Women’s Centre will be the source for a series of posters, bus shelter advertisements, and an exhibition at Festival Cinemas.

Wondertree Foundation

Title: Ecocafe Sustainability Centre

Qualified artists will engage participants in a youth-driven collaboration to create temporary artworks which raise awareness of environmental options to the South East False Creek.

Britannia Community Services Centre

Title: Children’s Animal Gateway

A gateway and animal checkerboard for the children's play area of Victoria Park.

Queen Victoria School Annex (VSB)

Title: Linked by the games we play

A tile mural depicting the history of children’s games from a variety of cultures. Students will interview their parents about the games that they played and use this as a basis for creating images for the tile mural.

Mid-Main Community Health Centre

Title: Mid-Main Mural Project

A mural around the entrance door of this much-used community facility. The artist will involve centre staff and clients, as well as local high-school students.

Sir James Douglas School (VSB)

Title: Sandwiches and Secrets around the Table

Two outdoors artworks - a "table" sculpture and a tile "rug". Theses would become permanent features and serve as places for students to eat their lunches and meet.

Carnegie Community Centre Association

Title: Street Visions

Murals on canvas and hung on the exterior of the buildings, able to be taken down and carried as parade banners.

Trafalgar Elementary School (VSB)

Title: Trafalgar Tile Wall

A tile mural, on the front of Trafalgar Elementary School, reflecting the cultural diversity of the community and trace the school’s fifty-year history of changing demographics.

Sunset Community Centre Association

Title: Welcoming Walkway

A walkway to the refurbished Moberly Community Hall, signalling its new function as centre for community-based arts activity.
