RECOMMENDATION
A.THAT the projects "by petition" in Court #582 be approved.
B.THAT the projects by "Initiative Principle" in Court #583 be approved except for the defeated items and special items #4, #24, #34, #42 and #43 as explained in this report.
COUNCIL POLICY
Policies governing the Local Improvement process are set out in the Vancouver Charter and the Local Improvements Procedure by-law.
PURPOSE
Projects by Petition and on the Initiative Principle have been advanced under the provisions of the Local Improvements Procedure By-law and will come before a Court of Revision on February 3, 1998.

Pandora Street from Salsbury Street to Victoria Drive
Objections for the above project have met the minimum number required for defeat, (10 out of 18) but the assessed value represented by these objections have not met the required 50% of total assessed value. Due to the majority of property owners objecting, we recommend this project not proceed.
This project was recommended, along with other improvements, by the Neighbourhood Integrated Service Team of this area to help reduce the prostitution trade. The Team also agrees that this improvement should not proceed if a majority of the property owners are opposed.

Inverness Street, West Side, from 64th Avenue to S.E. Marine Drive
It is being recommended that this project be reduced in scope to Inverness Street, West Side, from the lane south of 64th Avenue to S.E. Marine Drive. There are two owners on this project, one owner is opposed and the other owner supports the project.
The following three projects are being recommended not to proceed. Due to the mail strike, there was insufficient time to advise owners of a revision to the original notification.

Capital Funds
Funds for the City's share of the projects are available from existing Engineering Department Basic Capital Accounts or are subject to approval of the 1998 Streets Basic Capital Budget.
