Addition of Red Door Housing Society to the List of Approved Sponsor Groups for Non-Market Housing
RECOMMENDATION
THAT the Red Door Housing Society be added to the list of approved sponsor groups for non-market housing.
GENERAL MANAGERS COMMENTS
The General Manager of Community Services RECOMMENDS approval of the foregoing.
COUNCIL POLICY
On January 15, 1991, Council directed "that approval of the list of potential sponsor and resource groups for 1991 not preclude applications from other groups during the year if they conform to the evaluation criteria".
DISCUSSION
The City maintains a list of potential sponsors for non-market housing on City-owned or controlled sites. The list was reviewed and updated in February, 1997. At that time, three societies were deleted from the list because of their disbanding and a fourth is being kept on the inactive list.
The applications are evaluated using Council approved criteria and weighting system. The key factors below are considered:
- Society Credentials
- Housing Expertise and Management Philosophy
- Projects Operated by Society
- Links with Community or Neighbourhood Organizations
- Housing Needs and Waiting List of Prospective Tenants
- Housing Project Proposed
- Building Site Identified
A score of at least 70 points is required to recommend its inclusion.
The Red Door Housing Society was established in 1987 to provide for the housing needs of low income persons and families on a non-profit basis in British Columbia. Its name stems from the colour of the door of their first office. It currently operates 323 units in eight housing projects in the Lower Mainland. Two of these are family projects on City land, a 43-unit Fraser Lands development 2688 Blanche Street and a 22-unit building at 870 East 8th Ave.
The Red Door Housing Society scored above the 70 point minimum and staff recommend its inclusion on the list. A letter of reference from BC Housing is also on file with the City.
